About this file
This document is a single source justification for firestop systems under a simplified acquisition procedure. The Department of Veterans Affairs Great Lakes Acquisition Center requests firestop systems from Hilti for the Clement J. Zablocki VA Medical Center totaling $22,500. Firestopping is required to prevent fire spread through wall, ceiling and floor penetrations throughout the medical center. A single source justification is made on the basis that Hilti firestop systems must be used to ensure compatibility with existing systems, as other manufacturers' products cannot be mixed in penetrations without voiding required UL fire ratings. Market research found other manufacturers' systems to be incompatible with Hilti's. Using alternative systems would require removing and replacing entire firestop installations. The contracting officer certified the single source acquisition as accurate and complete.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252‐23‐AP‐0767
1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South
84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J.
Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695‐23‐2‐6974‐0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This product, HILTI Firestop Systems, is an integration of materials, assemblies and components to provide firestopping to prevent fire from spreading through penetrations in walls, ceiling and floors throughout the medical center.
The estimated expected cost for HILTI Firestop Systems material is $22,500.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Firestopping is achieved through assemblies, not just materials and it is imperative approved assemblies are used and the assemblies are the same throughout the hospital to allow for inspections and adequate compliance when The Joint Commission and VA inspect for accreditation of the hospital and the safety of patients and staff. It is necessary to match existing systems to ensure there are no interface problems, approved assemblies are used in lieu just materials and all systems are UL approved.
4. Description of market research conducted and results or statement why it was not conducted:
We established HILTI as our standard. The other Firestop systems on the market are not compatible with
HILTI. The products cannot be mixed together in a penetration because this voids the UL rating required.
Were to switch systems we would not be able to maintain the existing firestop in the hospital and would be forced to remove and replace entire systems.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
