Yes, provide a new thermostat in the location of the current one.
There are no CFM’s shown for the grills and diffusers. Is a pre balance required to determine a baseline cfm? A pre-test and balance was performed. See 'Attachment 4 - Bldg. 5 Tab Report'
18 Are the individual grills to be balanced? If so is there a schedule of final cfm readings? Yes a balance will be required. The VA will provide a schedule during construction.
Key note 2 states to install a thermostatic control valve equal to the Honeywell model T104/V110. The T104 controller is mounted directly to the V110 valve body. In most of the existing perimeter heat the current valve is located under the radiator cover, this would cause issues with adjustment as well as a possible discrepancy between room temp and the temp inside the cover. Would a remote setpoint sensor style controller be approved.
If so, where would be the best location for the sensor? (on the cover/ wall).
Yes, a remote setpoint sensor styple controller is approved. Locate on the wall.

24 When is the anticipated “NTP” or Start of Construction” for this project? Anticipated Award is Fiscal Year 2023, 2nd/3rd Quarter
Current economic conditions have resulted in extended lead times on equipment. How will these extended lead times on necessary equipment be accounted for in the contract?
Through a limited notice to proceed where lead times are evaluated for potential contract extensions.
The limited notice to proceed will allow for review and approval of equipment submittals so the contractor can order. A second notice to proceed will be issued once the equipment is onsite (or expected) so the actual physical construction can start.
Will the L-NTP-Phase 0 (duration of 60 days) be followed immediately by the “NTP”? This would not account for the extended lead time on new HVAC Equipment. Please advise.
The purpose of the L-NTP is to allow the contractor to identify and the VA to approve long lead items. During that time the VA will evaluate the need for a contract extension after the issuance of the
NTP.
If the NTP is to immediately follow the L-NTP Will the contract duration be extended to account for anticipated long lead time on the new units? These lead times will need to be verified upon submittal approval.
The VA will evaluate all extension requests for long lead time items.
The specific location for Staging Area would not allow for a Construction Trailer. Can the area be expanded to the north to allow a trailer to be placed in the parking stall behind BLDG 7??
This will be coordinated during pre-construction. The VA will accommodate a stagin area.

Specification Section 23 31 00, duct cleaning. During construction we have will the ends of all new ductwork wrapped in plastic to protect the integrity of the ductwork. Plastic will be removed just prior to system start up.
Will machine cleaning of protected ductwork be a requirement of the project.
If the seal is maintained and the ductwork is kept clean, machine cleaning of the protected ductwork will not be necessary.
Has the VA tested the ductwork and mechanical systems scheduled for demolition or relocation for biohazards.
If the ductwork or equipment are contaminated, remediation will be required and due to insurance protocol, we cannot subcontract for the remediation.
The building and all associated spaces have not been used for bio hazards and as bio hazard spaces.
It is not anticipated bio hazards are present.
Specification Section 23 31 00, section 3.2, items “B” thru “H”, will leak testing be required on ductwork down stream of air terminal units? Is testing of the existing ductwork not being altered required as it is an existing condition that the GC should not be accountable for. Please advise.
Refer to Amendment Specification 23 31 00 Section 3.2.
Please clarify the scope of work associated with duct testing as there is minimal supply air ductwork. Please be specific about what the VA needs tested.
See response to question #42.
Do the MEPF contractors need to include hours for training on the new Equipment? If so, please advise of the number of training hours the VA feels is required.
Provide 4 hours of training on the new AHUs.
Above ceiling conflicts and or demolition of MEP’s that are not shown on the drawing and not able to be investigated at the walk thru. Are these to be handled as an unforeseen condition when encountered?
All known MEP's to be demolished are shown on the drawings. For unforseen site conditions, the standard contract modification prcoess is available.
Is the VA provided Temp AC unit capable of supporting both of the existing units such that both AHU’s could be done at the same time?
The Temporary AC Unit is not equipped to modulate airflow to multiple zones.
The project is planned in three phases. With an anticipated long lead time on the new AHU’s would the VA consider doing Phase 3 first and then phase 1 and 2 when the units arrive?
Yes, if proper conditioning to the building and zones is maintained. The Contractor remains responsible for integrating the VAV Boxes and Perimeter Heating with the BAS and new AHUs.
Keynote 14, 15, and 16 on sheet AD101 call for the windows and lover to be turned over to the VA. Does this window contain lead-based paint or Asbestos window glazing? Does the lead-based paint need to be removed prior to turning over to the VA? Have the existing window frames / louvers in the Mechanical rooms 111 and 203 been tested for Hazardous materials or lead paint?
The windows, window frames, and louvers have not been tested for lead-based paint or asbestos.
Testing can be conducted the VA during construction. If applicable, remediation will be negotiated during construction.
Has the VA verified the existing windows to be used for the temporary ductwork entrance to the mechanical rooms are operational? If windows do not operate due to age is there an alternate plan?
The VA will ensure the windows are operational.
Reference Specification Section 02 82 13.13 (Glovebag Asbestos abatement) section 1.1.B.1 and 2 do not list any approximate quantities. Please confirm per 1.1.b.1 there are no anticipated ACM pipe insulation or fittings.
Also please confirm per section 1.1.b.2 there are no anticipated die-electric unions to be abated.
The absence of approximate quantities does not indicate that there is no anticipated ACM. Glovebag quantities are anticipated. Field surveys indicate that pipe insulation are fiberglass type. For unforseen site conditions, the standard contract modification process is available.
At the walk thru the second-floor mechanical room 203 had floor tile missing / previously removed / abated.
This room is called to be abated per specification section 02 82 13.19. Please confirm this room is to be abated as the flooring/ mastic contain ACM and please confirm the approximate quantity to be abated.
See response to question #3. The ACM tests conducted in mechanical room 203 returned negative.
Further testing can be conducted by the VA during construction.
Detail 8 on sheet M-501 provides the AHU drain trap detail. This detail has the trap /drain to be brought to a floor sink. Plumbing plans are not provided in the documents. Are there existing floor drains / sinks in the mechanical rooms to be used?
Yes, there is the existing floor drain in each mechanical room, see the pictures on the drawing M-100 and M-101.
The Air Handling Unit Schedule on M-601 has a remark / Note 1 that says each section of the AHU shall be able to pass through the 4’wide access door. Can you identify where these 4’ wide access doors are located? It appears the doors to each of the Mechanical rooms are standard 3’ wide doors. Please advise.
The design intention is trying not to damage the existing doors to transfer each section of the new AHU into the building, the contractor shall coordinate with the AHU manufacturer to ensure each section of the AHU is capable of passing the existing access.
Drawing E-100. Key not 4 states connect to "Temporary AHU". Would the temporary AHU set in place have an equipment nameplate available for reference of electric power requirements?
Yes. See 'Attachment 1 - VA Temp AC Unit Cutsheets and O&M' and Attachments 2A through 2G for pictures of the temporary AC unit.
55 Will the steam be shut down to allow the replacement of the steam control valves? Steam can be isolated. This can be negotiated during construction.
The mechanical drawing M-502 AHU Diagram shows smoke detectors tied into the fire alarm system. The sequence also indicates the fire alarm system will shutdown the system upon alarm. The documents do not contain specification information for the fire alarm system. In addition, the electrical drawings do not have duct detector or control module locations on them. Are they required ?
Yes, the smoke detectors are required.
Contractor feels that based on size of AHU components that there will be issues getting them into position. The spec reads that AHU's require 24' doors. The unit is spec'd at 166' long. There is a return discharge on the side approximately 15x15. With this configuration the AHUs will not fit.
Measured on the drawing, the existing mech room 111 is 170" long, and the design-based AHU is 117" long, see the latest submitted AHU cut-sheet which is attached with the narrative, the existing mech room 111 shall have enough space for the new unit.
On all the mechanical drawing pages for the control for the perimeter heat contradicts itself. The Honeywell valves are a stand-alone style that do not need any DDC integration.
The design intent is to keep the perimeter heat system separate from the VAV system in the building, the perimeter heaters are controlled by the stand-alone radiator control valves, not needing DDC integration.
The higlighted sentence in Phase 3 below is not accurate, it shall be interpreted as “ REPLACE
EXISTING PNEUMATIC CONTROL VALVES ON THE PERIMETER HEATING SYSTEM
WITH THERMOSTATIC RADIATOR CONTROL VALVES ”
There's an issue with the size of the equipment (one piece is 45”x63”x90”) and weighs 1,400 lbs., we’re think that we’ll need to open up the wall in the back of the building to get this piece into the 2nd floor space
The design intends to not damage the existing doors to transfer each section of the new AHU into the building. The contractor shall coordinate with the AHU manufacturer to ensure each section of the AHU is capable of passing the existing access.
Due to the historic nature of the building, we would not recommend making penetrations to the building envelope to facilitate larger pieces of equipment entering the MER.
