About this file

This is a Wage Calculation Assessment attachment (Attachment H) to Request for Proposal S-44000-00013698 issued by the State of Oregon, Department of Consumer and Business Services, Workers' Compensation Division, for Supplemental Disability Benefits (SDB) Processing Services. The assessment requires proposers to demonstrate comprehensive knowledge of workers' compensation wage calculation methodologies through written responses and practical calculations. Proposers must answer five conceptual questions addressing wage calculation factors, differences between injury-based and occupational disease-based calculations, cyclic schedules, factors for establishing weekly wages for recently employed workers, and specific wage calculation scenarios involving employment gaps and termination/rehire situations. Additionally, proposers are required to complete two wage calculation examples with detailed mathematical demonstrations. The RFP anticipates awarding a single contract with an initial term of five years and renewal options extending to a cumulative maximum of ten years, with proposal submission deadline of August 15, 2025.

This assessment document serves as a technical evaluation component for the SDB Processing Services contract and establishes minimum competency requirements for potential contractors. The assessment evaluates proposers' understanding of Oregon workers' compensation regulations and their ability to accurately calculate weekly wages—a fundamental function of disability benefits administration. By requiring both theoretical knowledge and practical application through calculation examples, the assessment ensures that qualified bidders possess the operational expertise necessary to manage supplemental disability claims processing effectively. Successful completion of this assessment, along with other mandatory attachments including Proposer Information documents, References forms, and Proposer Responsibility assessments, will be factored into the overall proposal evaluation and contractor selection process.

Answer the following questions:

1. What factor defines whether or not various types of a worker’s earnings – e.g., vacation pay, bonus pay, expense reimbursements, etc., should be included in the weekly wage calculation?

2. What is the difference in the basis for calculating a weekly wage for an injury vs. for an occupational disease?

3. Provide an example of a worker with a cyclic schedule.

4. List three factors that may be considered to establish a weekly wage for a worker who had been employed for three weeks.

5. A worker with irregular earnings and a date of injury of 8/15/24 was hired on 1/1/24. There was a gap in the worker’s earnings from 4/1/24 - 4/21/24, during which the worker was terminated and rehired. What period of earnings would be used to calculate the worker’s weekly wage?
