About this file
This is a Project Manual and Bid Set document for the Rhode Island Department of Health prepared by Weston & Sampson Engineers, Inc. for lobby security upgrades at 3 Capitol Hill, Providence, Rhode Island. The project involves selective demolition, architectural modifications, electrical work, and coordination with security system contractors to create a secure visitor screening vestibule while maintaining normal building operations. The scope includes work in multiple divisions: existing conditions, wood and composites, thermal and moisture protection, openings, finishes, furnishings, electrical systems, and security components including walk-through metal detection systems and baggage X-ray screening equipment. The project manual specifies extensive coordination requirements, including a preconstruction conference to be held no later than 15 days after execution of the agreement, regular progress meetings coordinated with payment requests, and a project closeout conference no later than 30 days prior to the scheduled date of Substantial Completion. The contractor is required to submit a Critical Path Method (CPM) construction schedule within 10 days of Notice to Proceed, with a complete network and computer-generated schedule due within 60 days. A prebid meeting was scheduled for August 20 at 1:00 PM at the project site.
The contract requires submission of shop drawings, samples, equipment specifications, and operation and maintenance manuals in accordance with detailed submittal procedures outlined in the specifications. The contractor is responsible for all costs associated with construction, including temporary facilities, electrical service, equipment hauling and storage, site protection, and hazardous waste identification and reporting. Quality assurance and quality control procedures must comply with the Rhode Island State Building Code and applicable federal regulations including OSHA requirements. The contractor must designate a representative available for emergency calls at any time, day or night, and weekends and holidays. Manufacturer representatives are required to provide training on all equipment operation and maintenance to plant operating personnel, with the owner retaining the right to videotape training sessions. The contractor bears responsibility for site investigation, protection of existing structures and utilities, restoration of any damaged property, and correction of all defective work or materials at its own expense.

3. Successor Activity: An activity that follows another activity in the network.
B. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine the critical path of Project and when activities can be performed.
C. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.
D. Event: The starting or ending point of an activity.
E. Float: The measure of leeway in starting and completing an activity.
1. Float time is not for the exclusive use or benefit of either Owner or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.
2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.
