About this file
This is Amendment 4 Attachment 2, which contains a Payment Milestone Schedule template for RFQ No. 2024022454 for a Resilience and Durability Assessment Chamber at the National Renewable Energy Laboratory (NREL). The payment schedule outlines four key milestones: Complete Fabrication of Full Assembly, System Validation against Technical Requirements at Awardee Site, Delivery and Acceptance of Differential Climate Chamber, and Successful Installation and Commissioning at NREL.
The file includes feedback from multiple vendors declining to bid, citing significant technical challenges. One vendor detailed specific issues including UV lamp placement requirements conflicting with ASTM E 2188 standards, design constraints related to UV lamp and ballast placement, workspace dimensional limitations (exceeding the 16'9" W x 7'6" D specification), and inability to meet the required 26-week lead time (estimating 40 weeks minimum). Other vendors like QAI Laboratories and Front Range Engineering Co. declined due to not supplying test equipment and concerns about fixed-price development cost risks, respectively.

Notes
In addition to the explanation, I sent you on 1/10/25, I received the below explanations:
Due to the RFQ being a fixed price development, we feel that there is too much cost risk to respond. We are confident that we can provide aa excellent solution, and we would be happy to design the climate chamber on a cost basis followed by a fixed price quote to build and test. - Front Range Engineering Co., LLC
Please note that QAI Laboratories does not supply test equipment so you can remove us from the list.
We do not have the resources to commit to this project at this time - Quast Consulting and Testing, Inc.
I am prepping for a meeting at 2 - Lets reconvene after if that’s ok with you.
It is quite unfortunate. Two vendors submitted technical questions, one of which provided the below rational behind their decision to not provide a quote:
After careful consideration and review of the project requirements, we regret to inform you that we will not be submitting a bid for this project.
Our decision is based on several technical and logistical challenges that we have identified:
UV Lamp Placement: Our proposed solution involves placing UV lamps outside the workspace, shining through a quartz window. However, NREL's specifications require the UV lamps to be inside the workspace. This discrepancy means our solution would not meet ASTM E 2188 standards.
Design Constraints: We are unable to design a system with UV lamps inside the workspace while maintaining the ballasts either inside (meeting environmental conditions) or outside the workspace.
Refrigeration Equipment Space Requirements: The design we propose would require approximately 6-7 feet of depth in the workspace to accommodate the refrigeration equipment (evaporative coil and plenum). This design is necessary to ensure effective airflow across the windows being tested but would exceed the allocated dimensions of 16’ 9” W x 7’ 6” D.
Lead Time: Achieving the requested 6-month (26-week) lead time is not feasible. We estimate a lead time of at least 40 weeks after receiving a signed Order Acknowledgement.
