About this file

This is Amendment 3 to RFQ 2024022454 issued by NREL for a Differential Climate Chamber project, responding to vendor questions about the solicitation. The amendment was issued on January 3, 2025, with quotes due by January 9, 2025.

Key clarifications include: equipment must contain LabView-compatible software controls; PLC/HMI controls are acceptable if LabView compatible; the chamber must be water-cooled with NREL providing chilled water on-site; UV lighting is required and must meet ASTM E2188-19 specifications with ballasts preferably located outside the extreme environment; no extensions will be granted on the 6-month delivery timeline though earlier delivery is acceptable; airflow must be parallel to surface with velocity measured in the free stream region; and B-8 Terms and Conditions apply to the purchase order. NREL expects to award when negotiations are complete, with delivery required by September 2, 2025. The agency will not accept proposals excluding the UV light array or placing UV lights outside the workspace behind glass.

AMENDMENT OF SOLICITATION

Solicitation No. RFQ 2024022454

Amendment No. 3

Date: 1/3/25

ISSUED BY:

NREL

Attn: Janelle DiGregorio 15013 Denver West Parkway Golden, CO 80401 Email: Janelle.DiGregorio@nrel.gov

PROJECT NAME & LOCATION

“Differential Climate Chamber” USA, 80401, Golden, Colorado

The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of offers remain unchanged.

EXCEPT AS PROVIDED HEREIN, ALL TERMS AND CONDITIONS OF THE SOLICITATION

DOCUMENT REMAIN UNCHANGED AND IN FULL FORCE AND EFFECT.

Description: Amendment No. 3 is hereby issued in response to questions received regarding the subject Request for Quote (RFQ). Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essences of the original questions are not affected. Questions are in no particular order. Questions and Answers are below.

1. Environment Controls, LabView compatible controllers

a. Does this mean the equipment provided under this contract does not include software?

b. If not and NREL wants the equipment to include software, are you willing to consider PLC controls with an HMI interface?

Answer: a) The equipment will contain software for operating controls however this software should be compatible with LabView.

b) If a PLC (Programmable Logic Controller) and HMI (Human-Machine Interface) is provided, NREL requires it to be LabView software compatible for this contract.

2. Timeline – submittal package due by 1/9/25, anticipated lead time of 6 months with delivery expected by 9/2/25

a. I would assume that to mean that NREL plans to award early March?

b. If so, if the delivery date firm or are extensions accepted for any supply chain issues?

Answer: a) It is NREL’s intent to award the PO when all negotiations are completed, and the PO is awarded.

Delivery dates will be determined and finalized during negotiations

b) NREL will not accept extensions for this contract. Bidders should build in a contingency plan, to meet deliverables in time.

3. Terms RFQ provides a link to various sets of Standard Terms and Conditions. Is there a way to confirm which set of terms and conditions are applicable to us?

Answer: The B-8 Terms and Conditions are applicable to the PO.

4. Will this be an air cooled or water-cooled chamber? (Does NREL have chilled water onsite)

Answer: A water-cooled unit is required. The NREL is equipped to provide chilled water at its site.

5. Is the 6-month lead time required?

Answer: Delivery earlier than 6-months is acceptable.

6. Does NREL have a specified Dew Point requirement?

Answer: No.

7. Would NREL consider an offer that excludes the UV light array? Additional engineering research will be required to verify if a UV light array with light ballasts located in the extreme environmental conditions can be supplied.

Answer: No, the chamber requires UV light. It is preferred that the ballast is located outside of the extreme environment. If the design of the ballast is located inside of the extreme environment, it needs to meet the electrical safety requirements and accessibility for making replacements.

8. How/where does NREL plan to measure airflow? Does airflow need to be from side to side of the Surround Panel, or can conditioned air be directed at the Surround Panel?

Answer: Airflow will be parallel to surface. The velocity will be measured in the free stream region at the center of sample area with an anemometer.

9. Does NREL have specific UV light requirements for irradiance? To reduce the heat load coming from the UV lights, would putting the lights outside the workspace and shine through a glass window be acceptable? This would mean the lights are fixed, along with a fixed Sample Wall where the DUT is located.

Answer: UV lamp should meet the specification as mentioned in ASTM E2188-19.

It is not acceptable to put UV lights outside the workspace and shine through a glass window.
