The addendum, dated January 15, 2026, provides clarifications and corrections to the original solicitation regarding roof installation requirements. The non-mandatory pre-bid meeting was scheduled for January 15, 2026, at 10:00 AM at the project site, and bid responses were due by January 22, 2026, at 2:00 PM. The addendum clarifies that Simpson H2.5 hurricane clips are not required; however, contractors must ensure existing straps have a minimum of three fasteners after soffit removal. A Wind Mitigation form remains mandatory. All installations or replacements must utilize new products or materials. The contract requires Florida-licensed General or Building/Roofing Contractors with a minimum of three years' experience in residential rehabilitation. Contractors must obtain all necessary permits, pass city inspections, and comply with Florida Building Code requirements. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate) and Commercial Auto Liability ($1,000,000 combined single limits). The project includes a $100.00 permit cost allowance, requires a twelve-month material and labor warranty, and assesses liquidated damages of $250.00 per calendar day for work not completed within the timeframe. The contractor must perform a minimum of 30% of work using their own workforce. The project is funded through a Community Development Block Grant (CDBG).
