SECTION 3 – MINIMUM REQUIREMENTS: DESIGN CRITERIA
3.1 Project Discussion
A. This project shall be designed and constructed in general conformance with the design criteria outlined in this section. Exceptions to these criteria may be granted by the City of Orlando (“City”) only upon written approval by the City’s Project Manager.
B. The Design-Build Firm (“DB Team”) shall design, permit and furnish all labor, equipment, supplies and material to construct a complete and operable Parking Garage (“Garage”) complying with all applicable codes and standards. All components required for the parking garage shall be part of these requirements regardless of whether they are specifically outlined in this section.
3.2 Project Overview
A. The proposed Grove Park site is located in the City of Orlando, one block northwest of the Kia
Center, directly west of the Central Business District on the West Side of downtown. The site is
6.75 acres, divided by Grove Park Drive into a northern and southern parcel bounded by West Central Boulevard to the south, North Division Avenue to the east, W Washington Street to the north and North Terry Avenue to the west.
B. The City desires to develop this location in phases. The boundary survey provided (Exhibit E) presents the overall project limits. This project seeks to construct a multi-level parking structure with a minimum of 800 parking spaces. The first level shall include programming for Downtown Clean Team and Ambassadors’ headquarters, and parking to accommodate Clean team, ambassadors. The remaining levels shall consist of parking for courthouse employees, Travel & Leisure and overflow for local sports venues. The city’s completed feasibility study and conceptual design efforts have been provided (Exhibit F).
C. The structure will have up to seven (7) levels. The garage footprint must fit within the property lines. The City will require a minimum 15-foot setback from all right-of-way boundaries for streetscape development. All stall sizes will be a minimum 9’-0” wide and 18’-0” deep in the proposed structure. No compact spaces are required.
D. The design of the parking garage is governed by the design criteria, but the DB team shall determine the particular detail of the layout of the garage and other infrastructure design subject to the review and approval of the City’s Project Manager.
3.3 Project Phasing and General Requirement
A. Phase I of this Project is the Preconstruction/Design Phase. The selected DB Team shall develop the design in close collaboration with the City of Orlando and its stakeholders (collectively to be referred to as the “City Team”), generally following the criteria and programming outlined here.
The DB Team shall hold a kick-off meeting with the City Team to further develop the design intent and scope of the garage. Following the kick-off meeting, the DB Team shall schedule regular meetings with the City Team to obtain input during design development. Early deliverables for review by the City Team shall include an initial project program, a preliminary schedule and a preliminary Guaranteed Maximum Price (“GMP”) estimate. These items shall be combined in a Preliminary Design Report (“PDR”), which shall outline all of the project parameters, provide a review of proposed manufacturers and components, and include an updated, scaled plan. The PDR shall be submitted to the City’s Project Manager. The City’s Project Manager will then distribute the PDR to the City Team for review and comment.
B. The DB Team shall proceed with design development based on input received from the City on the
Procurement and Contracts Division Page: 8
PDR. The DB Team will conduct regular meetings with the City Team to coordinate and develop the design elements at 30%, 60% and 90% design draft reviews. The DB Team’s deliverables will include detailed plan sets, specifications, current GMP estimate, and a project schedule for final design and construction phases. These deliverables will undergo review by the City Team and Permit Review Teams during each phase. The 30% deliverables will be subject to courtesy reviews by City Permitting Staff, including but not limited to the Appearance Review Board and Site Engineering. The 60% deliverable should include submissions for all necessary permits. Upon acceptance and approval of the 90% deliverables by the City’s Project Manager, the DB Team will proceed to finalize the construction documents. Comments provided after the 90% review will be incorporated into the construction documents unless otherwise agreed to by the City’s Project Manager.
C. The technical specifications for the project shall conform to the format of the Construction Specification Institute (Divisions 0 through 16). The General Conditions (Section 00700) and the General Contract Documents (Division 1 specifications) for the project will be provided to the DB Team by the City.
D. The design and construction work shall be performed in accordance with the requirements of applicable Federal, State, County, and City codes, laws, ordinances, regulations, and standards.
Where these rules overlap or conflict between the same requirements, the requirement which is more stringent shall govern.
E. When the DB Team’s drawings and specifications are substantially complete, the DB Team shall develop the final GMP and construction schedule. The DB Team will use an “open book” method to develop the final GMP, including competitive bids solicited from qualified subcontractors and vendors. The DB Team may choose to develop the GMP at an earlier point in design development but does so at their sole risk.
F. If the GMP and construction schedule are found to be acceptable, City Staff will seek authorization from City Council for the GMP and move to execute a construction phase (Phase II) contract with the selected DB Team. The City reserves the right to reject the GMP and may determine, in its sole discretion, that it is not in the public interest to continue with Phase I or to move forward to Phase II of the Project. In the event of a rejection, the City will only be liable for reimbursing the DB Team for costs incurred to date. The City may then choose to solicit bids from other interested proposers to continue with the project.
G. The GMP that is agreed upon by the DB Team and the City at the conclusion of Phase I will serve as the basis for Phase II, the construction of the garage project. As part of the GMP, the DB Team shall obtain and pay for all necessary permits required by state and local agencies for the construction of the work, which will include such things as water management district permits, building permits, and utility service permits. Building permits shall be obtained by the DB Team through the City of Orlando as well as any other required jurisdictions.
H. Studies, investigations, designs, and calculations shall be performed by responsible, licensed professionals who shall design a complete facility that meets the operational needs and expectations of the City. The responsible design professionals for the successful DB Team will be required to certify, sign, and seal their respective drawings and specifications in compliance with Florida
Procurement and Contracts Division Page: 9
Statutes. These design professionals must review and approve shop drawings and equipment submittals during the construction phase (Phase II) of the project.
I. The DB Team is required to coordinate the phasing and construction schedule throughout the project. The DB Team will be required to deliver an updated design/construction schedule every 2 weeks to the City Team throughout the project life.
J. The DB Team shall create a Master Specifications document for the project and all amenities therein that includes a final as-built package of plan drawings, manufacturer specifications, shop drawings and equipment operation and maintenance manuals, instructions, recommended and/or required schedules for operation and maintenance of all on site equipment, facilities, structures, landscape, irrigation, and utilities. The City expects that the DB Team will assume maintenance operations of the property for the duration of the construction project. At substantial completion of the garage, the Master Specifications Document shall be certified and furnished to the City’s Project Manager. This information shall be provided in hard copy and electronic form in a format approved by the City. A draft of the Master Specifications Document shall be provided to the City 2 weeks prior to substantial completion for review and approval by the City.
K. The DB Team’s warranty period for all components of the garage will begin at substantial completion which is when turnover of the garage to the City occurs.
3.4 Schedule
A. The Schedule for the design, permitting and construction of the Garage shall not exceed 670 days.
Notice to Proceed will be issued by the City’s Project Manager to the Design-Build Firm upon execution of the Phase I Contract.
1. Liquidated Damages shall be set at $4,000.00/day.
3.5 Project Budget
A. The total budget for the DB project is $35,750,000. The City’s funds budgeted for the development of the project include; the design, permitting, and construction budgets, and all other fees and costs necessary to develop the project and turn the completed facility over to the City ready for use. The DB Team shall demonstrate in their Proposal their willingness and ability to negotiate a price that is less than the budget and meets the design criteria set forth in the Request for Proposals. The City reserves the right to remove scope for either owner direct purchases or other reasons. Should the City elect to remove scope, the budget shall be reduced accordingly.
3.6 Project Program and Design Criteria
