This addendum document pertains to RFP26-0434 for Design-Build Services at Grove Park Garage issued by the City of Orlando, Florida. The City is soliciting sealed responses for design-build services related to a seven-level parking structure with a minimum of 800 parking spaces on a 6.75-acre site located one block northwest of the Kia Center. The project scope includes design, permitting, construction, vehicle detection systems, dynamic signage, license plate recognition, electric vehicle charging infrastructure, and digital parking management systems, with Level 1 programming dedicated to Downtown Clean Team and Ambassadors' headquarters and remaining levels providing parking for courthouse employees and sports venue overflow. Sealed responses must be submitted electronically via OpenGov by 2:00 p.m. local time on Friday, September 4, 2026. A non-mandatory pre-proposal conference is scheduled for August 18, 2026 at 10:00 a.m. at the Fairview Conference Room, 9th Floor, 400 S. Orange Avenue, Orlando, Florida, and questions must be submitted by August 26, 2026 at 5:00 p.m. The design and construction schedule shall not exceed 670 days from Notice to Proceed, with liquidated damages assessed at $4,000 per day for delays. The total project budget is $35.75 million, encompassing all design, permitting, construction, and fees for a complete facility ready for City occupancy. Respondents must be appropriately licensed Florida contractors and include either a Florida-licensed qualifying agent for architectural services or a qualified engineer registered in Florida. MBE participation of 18% and WBE participation of 6% are weighted evaluation factors. The project is subject to Davis-Bacon wage rates for Orange County, Florida and a living wage floor of $15.00 per hour. Respondents must demonstrate financial stability and ability to secure performance and payment bonds equal to the contract price through an approved surety with at least an "A-" rating and maintain errors and omissions insurance of $3 million minimum. Compliance with LEED certification goals under the City's Green Works 2030 initiative is required, with consideration for solar-ready equipment and net-zero energy design objectives. The Design-Build Fee comprising profit and general overhead costs will be scored as a best-value component during final ranking. All solicitation documents are available for download at no cost from the City of Orlando's e-procurement portal at https://procurement.opengov.com/portal/orlando, and the City reserves the right to reject any and all proposals or terminate the solicitation if the final Guaranteed Maximum Price exceeds the budget or is not in the public interest.
