Summary
This Request for Proposals (RFP) issued by the Poughkeepsie Public Library District seeks qualified firms to provide independent audit services for fiscal years 2026 through 2028. The Library District is a bi-municipal government agency encompassing the City and Town of Poughkeepsie with approximately 100 employees and a $12 million annual budget. Services requested include annual audited financial statements with Management Discussion and Analysis, management letters with recommendations for improving internal accounting controls, and public presentations of audit findings to the Board of Trustees at April meetings. The audit must be conducted in accordance with AICPA auditing standards and generally accepted accounting principles. The RFP was issued on August 4, 2026, with a deadline for written questions on August 18, 2026, and proposal submissions due by close of business on September 1, 2026. Contract award is anticipated by September 30, 2026. The engagement spans three fiscal years with preliminary audit work beginning in November/December and fieldwork to be completed within two consecutive weeks, with final audited financial statements due by March 31 following each year audited.
Firms must submit flat annual fees stated separately for each fiscal year, with costs including all labor, travel, communications, and miscellaneous expenses for the complete audit engagement. The Library District uses MUNIS software from Tyler Technologies for financial reporting and can accommodate a maximum of two auditors working simultaneously at their offices. Proposals will be evaluated based on experience auditing municipalities and library districts, responsiveness in demonstrating understanding of scope, qualifications of assigned partners and staff, municipal client references, and fee structure. The Library District requires proof that the selected firm meets Yellow Book standards, provides a current peer review report, and maintains appropriate liability insurance coverage. No previous incumbent or contract awards for substantially similar services were identified.
