About this file
This Addendum No. 1 to Request for Proposals RFP-PPLD-2026-08-PS.AUDIT provides clarifications and responses to fifteen written questions submitted by prospective bidders for independent audit services with the Poughkeepsie Public Library District in Poughkeepsie, New York. The Library District is seeking proposals to conduct annual audits of its financial statements for fiscal years 2026-2028, including the preparation of audited financial statements with Management's Discussion and Analysis, management letters with internal control recommendations, and public presentations of audit findings to the Board of Trustees. The audit scope encompasses five governmental funds maintained by the Library District, with preliminary fieldwork beginning in November or December and final audited financial statements due by March 31 following each year audited. Written questions were due August 18, 2026, with proposals due September 1, 2026, and contract award anticipated by September 30, 2026. The selected firm will be required to comply with AICPA auditing standards, Yellow Book standards, and provide a current peer review report. Proposals must include flat annual fees stated separately for each fiscal year covering all labor, travel, communications, and miscellaneous expenses.
Historical audit fees for the Library District totaled $17,500 for fiscal years 2023 and 2024 and $18,000 for fiscal year 2025, with no out-of-scope billings incurred. The current independent auditor is EFPR Group, CPAs, PLLC. The Library District has not been subject to Single Audit requirements during the past three fiscal years and does not anticipate requiring one for fiscal year 2026 or during the engagement term. No material weaknesses, significant deficiencies, or repeat management letter comments were reported during the past three fiscal years. The Library District maintains a $12 million annual budget and has approximately 100 employees. Proposers may recommend remote, hybrid, or on-site audit approaches as appropriate, and the Library District can accommodate a maximum of two auditors working simultaneously at its offices. Any additional services beyond those specified in the RFP should be clearly identified as optional and separately priced.

ADDENDUM NO. 1
Request for Proposals
Independent Audit Services
RFP-PPLD-2026-08-PS.AUDIT
Issued: August 19, 2026
The following questions were submitted regarding the above-referenced Request for Proposals. The responses below are provided for the benefit of all prospective proposers and shall be considered part of the Request for Proposals.
Question 1
Please provide the most recent three years of audited financial statements, management letters, and any reports on internal control deficiencies or audit findings issued by the independent auditors, and the
Library District’s 2026 budget.
Response
The audited financial statements for fiscal years 2023-2025 are attached. The Poughkeepsie Public
Library District's Reports to the Board for the same period are also attached. No separate reports identifying material weaknesses or significant deficiencies were issued during this period. The Library
District’s adopted 2026 budget is also attached.
Question 2
In addition to the annual audit, are there any recurring or expected non-audit services that should be included in the proposal fee?
Response
The Library District does not anticipate requiring recurring non-audit services beyond those described in the RFP. Proposers should include in their fee proposal the services specifically identified in the RFP, including audit services, presentation of findings, and availability to provide advice and counsel to
Library District staff during the term of the contract. Any additional services offered by proposers should be separately identified and priced.
Question 3
Please identify the significant audit risk areas communicated by the current auditor during the most recent audit engagement.
Response
The Library District is not providing the current auditor's risk assessment or planning documentation.
Proposers should review the financial statements provided and make their own independent assessment of potential audit risks.
Question 4
Were any material weaknesses, significant deficiencies, repeat management letter comments, or other reportable internal control findings reported during the past three fiscal years?
Response
No material weaknesses or significant deficiencies were reported during the past three fiscal years. The
Library District's audited financial statements and Reports to the Board for fiscal years 2023-2025 are attached for reference.
Question 5
Is this procurement part of a routine competitive procurement process or auditor rotation policy, or is there another reason for issuing the RFP at this time?
Response
This procurement is being conducted as part of the Library District's routine procurement process for professional services. The current audit engagement term has ended, and the Library District is seeking proposals for a new engagement period.
Question 6
The RFP requests submission of the firm's most recent peer review report and related comments. How will peer review results be considered as part of the proposal evaluation process?
Response
Peer review results will be considered as part of the Library District's overall assessment of a firm's qualifications and ability to perform the required services. The Library District will review the firm's most recent peer review report and any related comments or findings as evidence of the firm's quality control practices, professional standards compliance, and experience in providing audit services. Peer review results will not be evaluated as a standalone scoring criterion but may be considered in conjunction with the Library District's evaluation of qualifications, experience, and overall proposal responsiveness.
Question 7
Who is the current independent auditor for the Library District?
Response
The Library District's current independent auditor is EFPR Group, CPAs, PLLC.
Question 8
What were the audit fees for the last three fiscal years, and were there any out-of-scope billings during that period?
Response
• FY2023: $17,500
• FY2024: $17,500
• FY2025: $18,000
The amounts above represent the fees paid for services performed under the audit engagement. No out-of-scope billings were incurred during this period.
Question 9
Has the Library District expended federal funds requiring a Single Audit within the past three years, and is a Single Audit anticipated for fiscal year 2026 or during the term of this engagement?
The Library District has not been subject to Single Audit requirements during the past three fiscal years.
Based on information currently available, the Library District does not anticipate requiring a Single Audit for fiscal year 2026 or during the term of this engagement. Should federal funding levels change during the contract period, the Library District will notify the selected auditor as appropriate.
Question 10
How many governmental funds are maintained by the Library District?
Response
The Library District currently maintains five (5) governmental funds: General Fund, Capital Projects Fund, Special Revenue Fund, Permanent Fund, and Debt Service Fund.
Question 11
May audit fieldwork be conducted remotely, or does the Library District require on-site fieldwork?
Response: The Library District does not require a specific audit methodology. Proposers may recommend remote, hybrid, or on-site audit approaches as they deem appropriate, provided they satisfy applicable professional standards and all requirements of the engagement. The Library District can provide records electronically to the extent practicable and will accommodate reasonable requests for on-site access when necessary.
Question 12
How many audit entries did the previous auditor propose in prior years, and can copies of the audit adjustments be provided?
Response
During the normal course of the audit, the auditor proposed adjusting entries, all of which were reviewed and recorded by management as appropriate. As noted in the attached Reports to the Board for fiscal years 2023-2025, none of the misstatements identified during the audit and recorded by management were material, either individually or in the aggregate, to the financial statements taken as a whole. The Library District is not providing auditor workpapers or detailed adjusting-entry schedules.
Question 13
Who will prepare the financial statements and supplementary schedules? Will they be prepared by the auditor or by management?
Response
The Library District prepares and maintains the underlying accounting records and provides the reports, reconciliations, analyses, and supporting documentation necessary for the audit. Historically, the independent auditor has prepared the draft audited financial statements, note disclosures, Management's Discussion and Analysis (MD&A), and the supplementary schedules included in the annual financial report for management review.
Question 14
Have there been any significant transactions or significant changes in management/personnel, organizational structure, operations, procedures, policies, information technology systems, or service providers since the last audit that would impact the fiscal year 2026 audit?
As of the date of this addendum, there have been no significant transactions or significant changes in management, personnel, organizational structure, operations, procedures, policies, information technology systems, or key service providers that are expected to materially affect the scope or conduct of the fiscal year 2026 audit.
Question 15
Are there additional services outside of those described in the RFP that the Library District would be interested in or like to learn more about?
Proposers may include information regarding additional services they offer beyond those specifically requested in the RFP. Any such services should be clearly identified as optional, separately described, and separately priced. The Library District’s evaluation will be based on the services requested in the
RFP, and the Library District reserves the right to determine whether any optional services may be of interest.
All other terms and conditions of the RFP remain unchanged.
