About this file
This Addendum No. 1 to RFP No. DLIR-HRSP-RFP-26-02, issued by the State of Hawaii Department of Labor and Industrial Relations, corrects critical dates contained in the original Request for Proposals for Marketing and Communications Services supporting the Hawaii Retirement Savings Program's 2026-2027 statewide rollout. The primary amendment modifies the proposal due date from September 3, 2026, at 12:00 PM (HST) to September 4, 2026, at 12:00 PM (HST), aligning with the date previously stated on the RFP cover page and in Section 1.4. Additionally, the addendum corrects the State's Response to Written Questions date to August 15, 2026, superseding the August 27, 2026 date displayed in HIePRO, while the Notice of Intent to Offer date remains unchanged at August 27, 2026. The contract is a firm-fixed-price engagement commencing November 1, 2026, with potential extensions of up to 180 calendar days each, subject to mutual agreement. Award is estimated for September 11, 2026, and evaluation will be based on weighted criteria including Creativity and Strategy (30 percent), Experience and Qualifications (25 percent), Budget and Cost Efficiency (20 percent), Timeline and Implementation Plan (15 percent), and References and Past Performance (10 percent).
The RFP does not disclose an estimated contract value or budget ceiling; offerors must propose itemized pricing using the provided Cost Proposal Table with all labor, materials, supplies, applicable taxes, and fees included. Contractors must remit Hawaii General Excise Tax at 4.5 percent for Oahu or 4 percent for other islands unless tax-exempt status is claimed. No set-aside or preference program restrictions apply to this solicitation under Hawaii Revised Statutes Chapter 103D. At award, the contractor must demonstrate Hawaii tax and employment law compliance through Hawaii Compliance Express. All work product becomes State property upon creation, and standard state contract terms apply, including independent-contractor status, three-year records retention, tax clearance requirements before final payment, and termination rights for default and convenience.
