The RFP requests comprehensive end-to-end marketing services including branding and creative development, multilingual translation into Ilocano, Tagalog, Chuukese, Marshallese, Samoan, and Hawaiian, media planning and placement across traditional and digital channels, community outreach and engagement, accessibility compliance, video production, printing and materials, and performance tracking. Written questions are due August 11, 2026, with proposals due September 4, 2026 at 12:00 p.m. Hawaii Standard Time. The contract is firm-fixed-price for an initial one-year term commencing November 1, 2026, with potential extensions of up to 180 calendar days each subject to mutual agreement. Notice of Award is estimated for September 11, 2026. Offerors must complete the cost proposal table with itemized pricing for all labor, materials, subcontractors, media buys, translation services, travel to neighbor islands, and applicable taxes.

Offerors shall propose costs using the provided Cost Proposal Table with unit measures and extended costs for each line item, with no budget ceiling disclosed by the State. Pricing must be all-inclusive of labor, materials, supplies, Hawaii General Excise Tax at 4.5 percent for Oahu or 4 percent for other islands unless tax-exempt status is claimed, and all fees. Award will be made to the responsible offeror whose proposal ranks highest under weighted evaluation criteria: Creativity and Strategy (30 percent), Experience and Qualifications (25 percent), Budget and Cost Efficiency (20 percent), Timeline and Implementation Plan (15 percent), and References and Past Performance (10 percent). This RFP is issued under Hawaii Revised Statutes Chapter 103D with no set-aside or preference program restrictions. At award, the contractor must demonstrate Hawaii tax and employment law compliance through Hawaii Compliance Express and obtain tax clearance before final payment. All work product becomes State property upon creation, and the contractor must maintain records for three years.

Total Cost (USD): [Insert Total] Comment by Takahama-Stark, Marla A: If you are asking them what is the cost - then it should not be an estimate. You want to know what they will be charging including any taxes, travel, etc.

Offerors may attach supplemental tables as needed to provide additional cost details.
