About this file

This document is a Request for Proposal (RFP) No. BPM003406 for Lead Reclamation Services issued by the Arizona state procurement system. The solicitation was released on March 30, 2021, and advertised through the Arizona Procurement Portal (APP) e-procurement system and a legal advertisement in the Daily News Sun. A pre-offer conference was held on April 5, 2021, at the Ben Avery Clay Target Center, with four suppliers in attendance. The bid was opened on April 26, 2021, with two responses received.

The evaluation committee determined that a multiple award would be most advantageous to the state, ultimately awarding contracts to two suppliers: MT2 and The Lead Guys. The contract is structured as a cost-sharing revenue agreement, with the state receiving a portion of the revenue from lead reclamation at their facilities. The awards were based on each supplier's specific experience with shot gun and pistol type facilities, and to ensure comprehensive coverage given limited scheduling dates for statewide facilities. The contracts were awarded on June 4, 2021, with an effective date of June 17, 2021, after both suppliers provided compliant insurance certificates.
