About this file

This document is a proposal from Metals Treatment Technologies, LLC (MT2) submitted to the Arizona Game and Fish Department (AZGFD) in response to Request for Proposal (RFP) BPM003406 for Shooting Range Lead Reclamation Services. The proposal covers lead reclamation services for shooting ranges statewide, with a focus on the Ben Avery Shooting Facility (BASF). MT2 is a nationwide professional firing range services provider with over 20 years of experience, specializing in lead extraction, recycling, and range maintenance.

The proposal outlines comprehensive lead reclamation services including excavation, screening, and recycling of lead shot and bullet fragments from shooting range berms and impact areas. MT2 proposes to recover lead where concentration exceeds economic feasibility, utilizing proprietary screening and separation technologies. The company will process soils, recycle lead, and restore range areas with minimal disruption to operations. Pricing is structured as a percentage of lead recycling value, with MT2 guaranteeing the highest percent of Lead Market Exchange (LME) lead value. The project is time-limited to 120 days, with MT2 committed to obtaining necessary permits, conducting range assessments, and providing detailed reporting. The proposal also highlights MT2's ECOBOND® technology for lead stabilization, which can convert potentially hazardous waste into non-hazardous material.

RE: RFP # BPM003406, SHOOTING RANGE LEAD RECLAMATION

SERVICES

Dear Ms. Scherbing:

Metals Treatment Technologies, LLC (MT2) - AZ Contractor License No:

219262 - is pleased to present the attached information in response to the Arizona Game and Fish Department’s (AZGFD) Request of Proposal (RFP) BPM003406, Shooting Range Lead Reclamation Services for the AZGFD Shooting Ranges. MT2’s response is based on review of the three

(3) RFP documents, MT2’s attendance at the pre-bid meeting (4/5/21), our previous contract with AZGFD - lead reclamation services performed at Ben Avery Shooting Facility (Contract AZGFD16-137874), and firing range lead removal experience at sites nationwide for military, law enforcement, and government agencies. Per RFP instruction, MT2 is presenting (in the portal) a blended percentage returned to AZGFD, for both Shot-based and Bullet-based range lead reclamation projects. Industry Standard is that shot and bullet lead reclamation projects are valuated differently, typically a different rate offered for each. MT2 can provide this pricing clarification (or additional pricing), if requested.

Experience you can trust! MT2 is the #1 and largest nationwide professional firing range lead reclamation, maintenance, cleaning & construction contractor. With our understanding of this site and our expert review of the scope of work included in the RFP, MT2 has completed this proposal response to demonstrate our professionalism, extensive qualifications, unique capabilities, value-added approach, and interest in supporting AZGFD on this project. MT2 is confident that our attached response presents the most cost-advantageous means of providing the AZGFD the requested lead maintenance services, and achieving compliance with USEPA, NSSF, NRA, Best Management Practices (BMPs), and Arizona Department of Environmental Quality (ADEQ) for managing lead at outdoor shooting ranges.

MT2 maintains a staff of well-qualified personnel and a fleet of specialized equipment to complete this project while meeting environmental, permitting, and safety requirements. Our personnel have on average 24 years industry experience – this expertise saves time and money for our customers since there will be no learning curve that may be incurred by less experienced firms. MT2 staff maintain applicable certifications (e.g. OSHA HAZWOPER, Maricopa County Air Quality 310 Certification) and licensing. MT2 will provide excellent project delivery and service based on our thorough understanding of the project needs and our extensive experience gained through the successful execution of similar lead abatement and range maintenance projects such as AZGFD Ben Avery Shooting Facility; Maricopa County Sheriff’s Office Buckeye Hills; Phoenix Police Department; the Federal Law Enforcement Training Center (FLETC) in Artesia; NM; Pima County Regional Training Center; Multiple US Customs and Border Protection ranges from Tucson Sector to the Rio Grande Sector; and many others.
