About this file
This is an Addendum #2 to Request for Proposal 26-87234 issued by the Indiana Department of Administration on behalf of the Indiana State Personnel Department for a Fiscal Agent and Campaign Administrator for the State Employees' Community Campaign (SECC). The addendum revises the original submission deadline from July 14, 2026, to July 28, 2026, at 3:00 PM Eastern Time. The solicitation seeks qualified vendors to manage fiscal administration and technical platform operations for Indiana's workplace giving program, which engages approximately 25% of the state's 30,000+ employees and distributes over $1.5 million annually to more than 1,500 eligible nonprofits. Required services include secure processing and quarterly distribution of payroll-deduction contributions, management of an online giving portal, customer support, charity eligibility verification, data security, and accurate reporting. The initial contract term is one year with four optional one-year renewals, for a potential five-year engagement. Inquiries should be directed to Angie Alexander, Procurement Consultant, at the Indiana Department of Administration Procurement Division.
Addendum #2 removes all references to Minority & Women's Business Enterprise (M/WBE) and Indiana Veteran Owned Small Business (IVOSB) programs from the RFP main document, associated evaluation points, and all related attachments including the M/WBE Commitment Form and diversity subcontractor agreement provisions. The addendum eliminates Section 32 from the Sample Contract and removes MBE/WBE references from the IEI Form, Business Proposal, Q&A Template, Pre-proposal Networking Form, and Attestation Form. These modifications represent a significant change to the original solicitation's diversity requirements and evaluation criteria. The incumbent contractor is America's Charities; if a new vendor is selected, transition must be completed by April 15 of the first contract year. Pricing must be submitted as a percentage of annual collections, estimated at $1.5 million, with all additional costs clearly identified and remaining firm for a minimum of 180 days from award.
