About this file
This is an addendum to a Request for Proposal issued by the Indiana Department of Administration on behalf of the Indiana State Personnel Department for the State Employees' Community Campaign (SECC) Fiscal Agent and Campaign Administrator position under RFP 26-87234. The addendum extends the original proposal submission deadline from July 14, 2026, to July 28, 2026, by 3:00 PM Eastern Time, with reference materials also due by July 28, 2026. Responses to written questions will be posted no later than Thursday, July 9, 2026. The oral presentations have been rescheduled to the week of August 17, 2026, and the Best and Final Offer phase has been pushed to the week of August 24, 2026. The contract is for one year with four optional one-year renewals, providing a potential five-year engagement for the successful vendor.
The selected vendor will assume fiscal administration and technical platform management responsibilities for Indiana's workplace giving program, which engages approximately 25 percent of the state's 30,000+ employees and distributes over $1.5 million annually to more than 1,500 eligible nonprofits. Pricing must be submitted as a percentage of annual collections estimated at $1.5 million, with all additional annual and one-time costs clearly identified and firm for a minimum of 180 days from award. The current incumbent contractor is America's Charities; transition requirements for a new vendor include migration of all existing pledge data, employee profiles, agency structures, and reporting hierarchies, with completion required by April 15 of the first contract year. The evaluation process is three-tiered, with Step 1 screening mandatory requirements, Step 2 ranking proposals on Management Assessment/Quality (55 points) and Price (25 points), and Step 3 evaluating short-listed proposals on all criteria including Buy Indiana preference (5 points) and diversity commitments up to 18 points, for a maximum of 103 points. Diversity subcontracting goals include 8 percent Minority Business Enterprise, 11 percent Women Business Enterprise, and 3 percent Indiana Veteran Owned Small Business participation, with award recommendation targeted for August/September 2026.
