About this file
This is an RFP Addendum No. 01 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for an Arc Flash Study at Fort Custer Training Center. The project, filed under number 511/24221.JLM with Project Director Josiah L. Meyers, requires comprehensive arc flash hazard analysis on medium voltage systems and associated equipment. The scope includes two Vista Breaker enclosures (#404 and #413), medium voltage transformers, dead front switch enclosures, and first-stage switchboards/panelboards connected to transformer secondaries, with results documented via arc-fault warning stickers. The addendum clarifies technical specifications regarding arc-flash labels, specifically modifying requirements to focus on "Incident Energy Calculation and Site-specific level of PPE" and removing one labeling requirement. A pre-proposal meeting was held with an attendee sign-in sheet provided. The proposal due date is Thursday, July 11, 2024, with no award date or contract term specified in this addendum.
The addendum addresses critical operational considerations, including procedures for interrupting existing electrical service. Any service interruption requires notification to the Owner and Construction Project Inspector Adam Pohl (517-290-4990) no fewer than two weeks in advance and written owner permission before proceeding. The study must account for two operating scenarios: normal utility power and emergency conditions with generators operating while disconnected from the utility. Regarding software, proposers must identify their analysis software packages and confirm compatibility with Consumers Energy's CYME 8.1 Rev 03 platform for data export. The study is limited to medium voltage systems and first-stage low-voltage switchboards, with transformers under 125 kilowatts omitted from data collection per IEEE 1584-2018 standards. No pricing terms, set-asides, funding sources, or contract amounts are detailed in this addendum document.

PROPOSAL DUE DATE:
Thursday, July 11, 2024
ADDENDUM ITEMS: (attach additional sheets and drawings if required)
Please note the following clarifications:
1. The Pre-Proposal Meeting sign-in sheet is attached.
2. Proposals do not need to include the “Budget Analysis” section in the Technical part of the proposal.
3. Michael Morey of the DMVA stated in error that a Vista switch was left off Table 1 on drawing sheet E1.
It’s easy to overlook as this Vista unit is the first “Equipment Name” on the list, Vista Breaker Gear #404.
To clarify, there’s two (2) Vista Breaker enclosures, #404 and #413 to include within this study.
4. Technical specifications, page 6: Under “Arc-Flash Labels”, CHANGE “d’ from “Hazard Rish Category” to read “Incident Energy Calculation and Site-specific level of PPE”.
5. Technical specifications, page 6: Under “Arc-Flash Labels”, REMOVE “h” in its entirety.
6. Interruption of Existing Electrical Service: It is recognized that part of this study is turning off/disconnecting transformer to access the integral transformer primary fusing for sizing information. Do not interrupt electrical service to facilities occupied by Owner or others unless permitted under the following conditions:
a. Notify Owner and Construction Project Inspector no fewer than two weeks in advance of proposed interruption of electrical service.
b. Do not proceed with interruption of electrical service without Owner’s written permission.
c. Construction Project Inspector: Adam Pohl – cell (517) 290-4990.
7. This addendum provides the following responses to RFI’s received by DTMB to date:
RFI questions and answers:
Q1) Is the one-line on sheet E2 the extent of the scope?
A1) The sheet E2 is the one-line diagram showing all medium voltage transformers and dead front switch enclosures (DFSE units or sectionalizing switches). Sheet E1 shows all the locations of the MV transformers and DFSEs along with Table 1. Table 1 indicates the equipment to be included in the study with result locations (Arc-fault stickers). When Table 1 states “interior panel or gear”, that means the building next to the transformer with that number needs the interior panel or gear to be included within the study and labeled.
Q2) What is meant by “…all external single & 3Ø panelboards…” in the SCOPE OF WORK section? Is it what is shown on the one line?
http://www.buy4michigan.com/
A2) Most all the transformers are exterior padmount transformers with padmount NEMA 3R panelboards (Square D QED-2 units or rack mounted panelboards) next to them. Some are single phase, most are 3-phase. We expect the study to encompass the transformers, Vista gear #404 & #413, and the DFSE units.
Q3) IEEE 1584 2018 removed the exception about transformers less than 125kVA for calculation purposes.
We utilize both exceptions, 125kVA transformers are omitted for data collection purposes and Bolted Fault Current < 2000A (IEEE 1584 Section 4.3) for calculations purposes. Would DMVA approve this method?
A3) What we’re after is a safe work environment for the folks that must enter the gear to pull maintenance or repair. MI-OSHA has been on site and cited us for the lack of Arc Fault PPE information stickers on this gear, hence the study. For now, the SOW remains unchanged, however this item is something we’ll look into.
Q4) Under Methods: What type of statement is required from the software company to be utilized to perform the short circuit, equipment evaluation, coordination and AFHA studies?
A4) We’re not looking for a statement from a software company. What we are looking for is which software package(s) is your firm utilizing for this study, is it readily available, and can the data be translated into a package that other packages can import into and use. We have had in the past an engineering firm with software that wouldn’t transfer and work with our site’s utility company.
Q5) How many scenarios are the normal and emergency facility operating conditions?
A5) Two. Normal power from utility and a utility outage where the generators are kicking on and hopefully the Fort is disconnected from the utility.
Q5) Table 1 on sheet E1 indicates panelboards near associated transformers. Are these the only panels we are to include in the study?
A5) In the field next to most of the transformers are padmount panelboards (Square D QED-2 units and some are rack mounted NEMA 3R panelboards). The study is to cover the transformers listed and those nearby panelboards along with the other equipment listed in Table 1. When Table 1 lists “Interior panel in building XYZ”, this means the nearby or associated panel or gear to include in the study is within the building number listed.
Q6) Software question have come across my desk. Can you please explain this further?
A6) Our software requirements do not push the bidder to utilize a certain software package. We’re asking the bidder for information on their software proposed they are utilizing to see if it’s a widely used package and if it will export this studies data into a form that can be imported into Consumers Energy’s software package, namely “CYME 8.1 Rev 03”.
Q7) IEEE 1584 2018 removed the exception about transformers less than 125kVA for calculation purposes.
We utilize both exceptions, 125kVA transformers are omitted for data collection purposes and Bolted Fault Current < 2000A (IEEE 1584 Section 4.3) for calculations purposes. Would DMVA approve this method?
A7) This Arc Flash Study is only covering the medium voltage system and the first switchboard/panelboard past the transformer. These first switchboard/panelboard connected to the secondary of the transformers are primarily 208Y/120VAC although there are a smaller number of 480Y/277VAC switchboard/panelboards within the study. On the shooting ranges, many are low amperage 240/120VAC, 1-Phase services. Follow the Technical specification page 1 transformer sizes to include in the study listed in the Scope of Work.
The proposal due date remains unchanged
