About this file
This Addendum 1 to Request for Proposal 27-88343 issued by the Indiana Department of Administration on behalf of the Family and Social Services Administration's Office of Medicaid Policy and Planning documents substantive changes to the solicitation for Indiana Medicaid Managed Care Organizations. The addendum modifies multiple attachments and documents within the RFP, including the Bidders' Library, Business Proposal, Technical Proposal Response Template, and Statements of Work for all four Medicaid programs. Key modifications include the addition of the 2027 SMAC, Health Needs Screening Example, and InterRAI HC with IN Supplemental Questions Example to the Bidders' Library; updates to ownership and control interest information requirements in the Business Proposal; revision of the maximum Technical Proposal response page count to 300 pages with specific exemptions and subsection consolidations; and amendments to staff position descriptions, care coordination requirements, and grievance procedures across the Statements of Work for Hoosier Healthwise, Healthy Indiana Plan, Hoosier Care Connect, and Indiana PathWays for Aging. The submission deadline remains November 6, 2026, at 3:00 PM ET, with inquiries directed to Robert Cohen, Category Director – Major Procurements, at the Indiana Department of Administration Procurement Division.
The addendum reflects refinements to operational and programmatic requirements rather than pricing or financial terms. Notable revisions include the removal of the Community Initiatives Director position reference, updates to Physical Health and Behavioral Health Care Coordination Staff descriptions, clarification of appeals procedures to ensure opportunities for in-person and written presentations of evidence and arguments, removal of Child Welfare Liaison references from Hoosier Care Connect, and updates to Quality Improvement Staff qualifications and Comprehensive Health Assessment Tool completion timeframes for Indiana PathWays for Aging. An additional change related to protest policy was referenced but not detailed in the document summary provided.
