About this file

This document is a Questions and Answers file for RFP 190000002992 issued by the Michigan Department of Natural Resources (DNR) related to surveying and land corner documentation services. The RFP encompasses multiple field projects (FM-11-18, FM-15-18, FM-22-18, FM-23-18, and FM-36-18) requiring contractors to set and record corners, including 1/16 corners, and submit associated documentation such as Land Corner Record Certificates (LCRC) or remonumentation certificates. Bidders are required to submit resumes for key staff as part of their proposals, which may be formatted either as a single native document or as separate documents. Maps and research documentation are only required to be submitted after contract award for the specific projects on which the bidder is selected. The DNR reserves the right to adjust the number of 1/16 corners set and recorded on all projects as needed.

Contract pricing and final corner quantities will be determined through negotiation with the winning bidder if bids exceed the Department's estimate, with adjustments made prior to contract award. Wood lath or posts will not be required on state boundary lines; however, a blue plastic post will be set with all corners. Blue plastic posts will be installed as standard with each corner set, and any future line posts or corners needed beyond the initial scope will be negotiated at that time. The RFP structure indicates deliverable attachments and specific documentation requirements outlined in individual project-specific Contractor Deliverables documents for each field project area.

Section 12In the "RFP Structure and Documentation" chart, in the row "Deliverable Attachments", and in the column "Description", "Requirements, maps, research for each project" is stated. Is the bidder required to submit maps or research for each project? Also in the same row, and in the "Bidder Resonse Instructions" column, "Bidder to complete and submit by proposal deadline", is stated. Is there a provided document or form which is to be completed? Are the key staff resumes to be submitted as a part of this item? Should key staff resumes be in one native document, or should each resume be in a seperate document? Is a free form narrative acceptable to submit? The vendor is only required to submit maps and additional research found ofr the project they are bidding on after a contract is awarded. Resumes can be attached either as one native document or in a separate document.

Two corners may be recorded on one LCRC.
3FM-22-18, Section 51Does the Michigan DNR reserve the right to adjust the number of 1/16 corners set and recorded as needed? (FM-22-18 does not state this, but all other Contractor Deliverables documents do so state.)The DNR does reserve the right to adjust the number of 1/16 corners set on all projects

If at a later date a line post or corner is needed the price will be negotiated.
