About this file

This document is an Addendum to Request for Bid (RFB) 07-2024 for the East Boulder Ditch Fish Passage Project, issued by the City of Boulder Open Space and Mountain Parks Department. The addendum provides several key modifications to the original bid, including a revised bid schedule with corrected quantities, deletion of bid item #11 for a new gaging station, and alternative specifications for a staff gauge boulder. The document clarifies that CDPHE will be issuing stormwater permits in March 2024 and provides additional details on equipment cleaning requirements through an attached NZMS Decontamination Protocol.

The addendum includes critical operational guidance for the contractor, specifically noting that East Boulder Ditch holds water rights on South Boulder Creek from April 1-October 31. During this period, the contractor must ensure that construction activities and water bypasses upstream of the existing East Boulder Ditch headgate do not interfere with the ditch company's ability to divert its full water rights. No work is permitted to remove the existing headgate or impair its water diversion capability until the new headgate and diversion structure is fully operational and approved by the owner's representative. The document also provides links to historical diversion and bypass records that can serve as a guide to historical flows in South Boulder Creek at the project location.

Addendum to RFB 07-2024 East Boulder Ditch Fish Passage Project

1. A revised bid schedule with correct quantities is attached.

2. Delete bid item #11 as shown on Sheet C12 - New Gaging Station and Stilling Well.

3. Sheet C11, Note #4, Staff Gauge Boulder. An alternative to one 4-5’Ø boulder may be considered. (For example, 2 - 2+’Ø boulders attached internally with epoxied rebar).

4. Contrary to previous information, CDPHE is issuing stormwater permits in March 2024. See below and contact CDPHE for more information.

5. Additional detail on equipment cleaning requirements (Sheet G2, Mobilization and Staging, Note #4) can be found in the attached NZMS Decontamination Protocol instructions.

6. East Boulder Ditch holds water rights on South Boulder Creek which can be diverted from April 1-October 31. During this time period, it is the contractor’s responsibility to ensure that construction activities and water bypasses upstream of the existing East Boulder Ditch headgate do not interfere with the ditch company’s ability to divert its full water rights. No work shall occur to remove the existing headgate or impair its ability to divert water until the new headgate and diversion structure is fully operational and has been approved by the owner or owner’s representative.

7. Historical summaries of the East Boulder Ditch diversion record and the East Boulder Ditch bypass record can be found here:
