About this file
This document is a Request for Bid (RFB) #28373-CH issued by the State of Wisconsin Department of Administration, State Bureau of Procurement, seeking bids for Microsoft Teams-compatible headsets and related equipment. The RFB was issued on April 25, 2022, with responses due May 26, 2022, and is intended to establish a mandatory statewide contract for state agencies, including University of Wisconsin campuses, with optional participation by municipalities through cooperative purchasing services. The contract will serve approximately 24,000 phone lines across Wisconsin state government under the state's "One Device" Policy where headsets do not need to connect to desk phones.
The contract covers Microsoft Teams-certified equipment including USB speakerphones for small and medium conference rooms, wireless and wired binaural and monaural headsets, VOIP desktop phones, and webcams, all meeting specific technical requirements for connectivity, audio quality, and functionality. The initial contract term is three years with options for two additional one-year renewals. Awards will be made to the lowest responsive, responsible bidder(s) based on grand total cost, with FOB destination pricing required including all freight and installation costs. The state offers 5% price preferences for certified minority-owned business enterprises (MBEs) and disabled veteran-owned businesses (DVBs). Contractors must accept purchase orders, purchasing cards, and provide delivery within 15 business days for orders of 100 units or fewer, with detailed quarterly reporting required on sales activity and supplier diversity participation.

The State intends to use the results of this process to award a mandatory statewide Contract to be utilized by State agencies, including University of Wisconsin (UW) campuses, and may be used by Municipalities.
The primary objectives of the Contract(s) resulting from this RFB include:
1. Leverage the State’s purchasing volume to achieve cost savings through favorable pricing or better tiered purchasing discounts.
2. Keep pace with industry innovations, while ensuring interoperability with existing systems in place.
The state does not guarantee it will purchase any specific quantity or pay any minimum Contract price during the term of service. Bids that require a minimum number of commodities or services be ordered will be rejected. It is estimated this Contract could serve approximately 24,000 phone lines.

The Procuring Agency and the Contractor, upon written mutual agreement, may renew the Contract for up to an additional two (2) one- year periods. The State shall have the right to renegotiate the terms and conditions of this Contract to the extent required to accommodate a change in governing law or policy that, in the sole discretion of the State, either substantially and unreasonable enlarges the Contractor’s duties hereunder, or renders performance enforcement or compliance with the totality of the Contract impossible, patently unreasonable, or unnecessary.

In the event of Contract award, the contents of this RFB (including all attachments), RFB addenda and revisions, the Bid response from the successful Bidder as accepted by the Procuring Agency, and any additional terms agreed to in writing by the parties shall be incorporated into the Contract.
