About this file

This supplemental specification document issued by San Diego Gas & Electric (SDG&E) outlines construction requirements for Work Order 2902140, a 69kV underground transmission line project designated TL6926 along Cole Grade Road near Keys Creek Bridge in San Diego County. The project involves installation of approximately 1,080 feet of double-circuit 69kV duct package consisting of seven 6-inch ducts and two 4-inch telecommunications conduits, extending from existing vault U123337 to U123338. Major work items include excavation and trenching, installation of 2-piece stainless steel casings at bridge approach slabs, conduit spacers within the proposed bridge deck, interception of existing TL6926 packages at three locations, cleaning and mandrel testing of conduit systems, traffic control and maintenance, and restoration of all affected surfaces including landscaping, irrigation systems, sidewalks, curb and gutter, fencing, and asphalt roads. The contractor must submit detailed proposals including project credentials, five years of completed projects with owner references, annual reports, equipment lists, key personnel resumes, and subcontractor information, along with a detailed work sequence and construction schedule. The tentative construction start date is to be determined, and all work must comply with OSHA regulations, California OSHA standards, environmental constraints, and local jurisdictional requirements.

The work is structured as a lump-sum fixed-price contract with unit prices provided for reference only, as actual quantities may vary from estimates. SDG&E will furnish specified materials including conduit, expansion fittings, neoprene pads, epoxy adhesive, cable pulling tape, warning tape, and spacers, with the contractor responsible for unloading, storing, and protecting all owner-provided materials until project completion. The contractor must obtain traffic control and noise permits as required, coordinate with USA Dig Alert a minimum of 48 hours before earth-disturbing activities, submit an overall transmission line outage plan to the California Independent System Operator at least four weeks prior to outages, and request specific transmission line outages at least 72 hours in advance. A pre-construction meeting will be held with SDG&E's Field Contract Administrator and engineering sections to review the construction schedule and scope. The contractor bears responsibility for all field and laboratory testing unless specifically covered by the owner, including geotechnical investigations and environmental soil analysis, and must manage all costs associated with dewatering, contaminated soil handling and disposal, and any repairs to damaged underground facilities or structures.

9.27 Soils Contaminated with Petroleum Hydrocarbons

9.27.1 General

The following discusses the proper onsite storage controls and the final management options for disturbed petroleum contaminated soils (excavated, graded, cuttings from boreholes, etc.). The Contractor must be prepared to encounter contaminated soils and the construction work delays associated with the requirements of safety and environmental protocols and permit requirements.

9.27.2 Notification to Owner

When contaminated soil is encountered or suspected to be encountered, the

Owner or the Owner’s representative must be notified immediately. The Owner will arrange for sampling, analysis, and approval of a proposed disposal site, as necessary.

- 16 -

9.27.3 Engineering Controls for Stockpiled Soil

When contaminated soil is being excavated and stockpiled, the main concerns are the potential impacts primarily to human receptors and secondarily to the environment. The creation of contaminated soil stockpiles should be avoided whenever possible, but there may be situations in which stockpiles are necessary.

In such cases, Contractor shall implement BMPs specified in the SWPPP for stockpiling contaminated soils. These may include measures such as:

Place on an impervious surface such as heavy plastic sheeting.

Moisten to minimize dust emissions during stockpiling (no runoff is to be created during this process).

Construct and maintain the stockpile in a manner that prevents surface and rainwater from entering the stockpile and minimizes vapor emissions.

Cover the stockpile with heavy plastic sheeting to minimize vapor emissions and prevent runoff from rain (sheeting must be maintained in good condition and free from ultra violet light damage).

Remove stockpiled soil in a timely manner after excavation to avoid nuisance complaints.

9.27.4 Handling

Any stockpiled soil demonstrated by sampling and laboratory analysis, or determined by the generator to be hazardous waste, must be stored in accordance with hazardous waste regulations, and removed within 90-days of excavation.

9.27.5 Disposal of Soils Contaminated with Petroleum Hydrocarbons

Petroleum hydrocarbon contaminated soils sometimes may be disposed of at a

Class III landfill (municipal landfills). The soils must meet the acceptance requirements of that individual facility. Prior to soil transport, the municipal landfill must be notified to determine if the soils meet the acceptance requirements of that facility.

Documentation of proper disposal of the soil (bill of lading, weigh tickets, municipal landfill special manifests, etc.) must be submitted to the Owner’s field environmental representative as evidence of proper soil disposal. These records shall be kept with the specific project files.

If petroleum contaminated soils cannot go to a municipal landfill then the petroleum hydrocarbon contaminated soils may be disposed of or treated at an approved San Diego Gas & Electric permitted facility. Again, the soils to be treated or disposed must meet the acceptance requirements of the approved facility. Before any soils are transported for disposal or treatment, the disposal or treatment facility must be notified in writing. Documentation of disposal of the soil (i.e., bill of lading, weigh tickets, manifests, etc.) must be submitted to the

Owner’s field environmental representative as evidence of proper soil disposal.

These records shall be kept with the specific project files.

- 17 -

9.27.6 Waste Characterization

Soil that is disturbed and accumulated at a contaminated site through excavation, drilling or other means must be characterized to determine the concentration of any contaminants for proper disposal. Examples of stockpiled soil include:

• Excavated soil from a gas or electric project.

• Excavated soil from UST removal.

• Graded soil from a substation project.

• Soil cuttings from borings or well construction.

• Imported clean soil mixed with contaminated soil.

All stockpiled soil that is associated with an unauthorized release, spill, or other release, and that is not intended to be transported offsite or is to be transported to an unregulated site, must be sampled and analyzed. Prior approval from

SDG&E’s Field Environmental Representative or Material/Waste Management

Staff must be obtained for offsite transport or reuse onsite of any soil associated with an unauthorized release, spill, or other release.

Although the Owner will generate and sign all Hazardous Waste Manifests, the

Contractor shall arrange for all transportation and scheduling of disposal at facilities approved by the Owner. The Owner requires 48-hours’ notice to complete manifests once transporter information is provided by the Contractor.

9.27.6.1 Sampling Protocol for Stockpiled Soil

Stockpiled soil that is designated for disposal to an approved permitted hazardous waste or specified waste facility, or to a treatment/recycling facility, must be sampled and analyzed in accordance with the receiving facility’s requirements.

These facilities may have different requirements. Copies of all laboratory data and hazardous waste manifests, or other transportation documents generated for the soil treatment or environmental representative as evidence of proper soil disposal shall be kept with the specific project files.
