About this file
This is a Geotechnical Data Report prepared by WSP USA Environment & Infrastructure, Inc. for the County of San Diego Department of Public Works, documenting subsurface investigation findings for the Cole Grade Road Improvements project in Valley Center, California. The project involves widening Cole Grade Road from Fruitvale Road on the south to Oak Glen Road on the north to construct a center left turn lane for increased roadway safety. WSP's scope of work, authorized under County Task Order No. 20 with a proposal dated March 7, 2024, was limited to obtaining additional subsurface information from three specific boring locations and did not include becoming the geotechnical engineer of record for the overall project. The geotechnical study consisted of pre-drilling activities including permitting and subsurface utility screening, three hollow-stem auger borings at specified locations, laboratory testing of soil samples, and preparation of this report. Borings were conducted at three locations: BH1 in the unpaved northbound shoulder approximately 200 feet south of White Star Lane at 1,533 feet elevation, BH2 in the paved southbound shoulder approximately 500 feet south of Margarita Lane at 1,490 feet elevation, and BH3 in the unpaved southbound shoulder approximately 100 feet north of Via Valencia at 1,492 feet elevation. The field investigation was completed on June 4-5, 2024, with borings extending to depths of 5.5 to 10 feet.
Subsurface conditions at all three boring locations consist of granitic bedrock (Cole Grade Tonalite), undifferentiated slopewash/residual soils, and artificial fill in varying depths and compositions. Laboratory testing performed in-house by WSP included sieve analysis, in-situ moisture content and dry density determinations, R-value testing for pavement design support, and expansion index evaluation, all conducted in accordance with ASTM and California Department of Transportation (Caltrans) standards. R-value results ranged from 28 to 65, with expansion indices indicating low to very low expansion potential. No groundwater or water seepage was encountered during the investigation and is not expected to be a factor during or after construction. The report was prepared under the supervision of Mike Farr, Certified Engineering Geologist #1938, and Hari Ponnaboyina, Geotechnical Engineer #3108, with drilling operations performed by Pacific Drilling of San Diego using a truck-mounted Marl M10 hollow-stem auger rig. The report was completed and submitted on November 18, 2024.

GEOTECHNICAL DATA REPORT
Valley Center, California
WSP USA Environment and Infrastructure, Inc. (WSP) is pleased to present our geotechnical data report for the subject project.
1.0 PROJECT DESCRIPTION AND SCOPE OF SERVICES
We understand the overall project will consist of the widening of Cole Grade Road, extending from Fruitvale Road on the south to Oak Glen Road on the north, in Valley Center, California. The main purpose of the widening will be to increase roadway safety by constructing a center left turn lane. Geotechnical evaluations for the project were previously completed by Ninyo and Moore
(2012, 2014). The County of San Diego Department of Public Works (County) requested WSP to obtain additional subsurface information from three specific locations within the overall project site, as described in Section 2.0 below.
To assist in the preparation of this report, we were provided with preliminary plans and profiles for the planned streeting widening, including suggested boring locations. Our scope of services was limited to the three specific locations listed in Section 2.0 and did not include acceptance of previous geotechnical work performed by others or becoming the geotechnical engineer of record for the overall project.
Our geotechnical study was performed in general accordance with our proposal dated March 7, 2024, as authorized by County Task Order No. 20. The purpose of the study was to obtain information about subsurface conditions underlying the three boring locations and to provide geotechnical data to the County for their use in pavement design. Our scope of services generally consisted of:
• Pre-drilling activities, including permitting, subsurface utility screening, and logistics.
• Field investigation program consisting of 3 hollow-stem auger borings.
• Laboratory testing.
• Preparation of this report presenting the geotechnical data obtained from our study.
Services related to environmental assessment, characterization, and/or remediation were not part of the requested scope of work, and investigations or analyses of potential environmental contaminants have not been conducted or presented as part of this study.
2.0 SITE DESCRIPTION
The overall project site consists of Cole Grade Road, extending from Fruitvale Road on the south to Oak Glen Road on the north, in Valley Center, California. Cole Grade Road is a two-lane, moderately traveled, paved roadway providing access between Valley Center and rural communities to the north. The roadway is divided by a double yellow line, without a left turn lane.
Paved and unpaved shoulders of variable widths extend from the edges of the travel lanes to the right-of-way boundaries on either side of the roadway. Improvements within the right-of-way include power lines and communications lines on both sides of the roadway.
Cole Grade Road Improvements, Project No. 5015-18-0024.20 2
This study is limited to three boring locations specified by the County:
• Boring BH1 is located in the unpaved northbound shoulder of Cole Grade Road, approximately 200 feet south of White Star Lane, at an approximate elevation of 1,533 feet above mean sea level (msl).
• Boring BH2 is located in the paved southbound shoulder of Cole Grade Road, approximately 500 feet south of Margarita Lane, at an approximate elevation of 1,490 feet msl.
• Boring BH3 is located in the unpaved southbound shoulder of Cole Grade Road, approximately 100 feet north of Via Valencia, at an approximate elevation of 1,492 feet msl.
3.0 FIELD INVESTIGATION
The field investigation included predrilling activities and three exploratory borings. A brief description of the field investigation is provided below, while boring logs and a more detailed description of the field investigation are presented in Appendix A.
3.1 Pre-Drilling Activities
Pre-drilling activities included review of relevant project documents, permitting, and subsurface utility screening.
3.2 Exploratory Borings
Three exploratory borings extending to depths ranging from 5.5 feet to 10 feet were drilled at the approximate locations indicated on Plates 1 through 3. The borings were drilled with a truck-mounted Marl M10 hollow-stem auger rig operated by Pacific Drilling of San Diego, California.
The borings were drilled to obtain samples for laboratory testing and subsurface information to aid in pavement design.
4.0 LABORATORY TESTING
All laboratory testing was performed in-house by WSP. Tests performed included sieve analysis, in-situ moisture content and dry density, R-value, and expansion index. Testing was performed in accordance with ASTM and/or California Department of Transportation (Caltrans) methods. Test results and a more detailed description of the laboratory testing program are presented in
Appendix B.
5.0 SUBSURFACE CONDITIONS
5.1 General
The three boring locations are underlain by granitic bedrock, undifferentiated slopewash/residual soils, and artificial fill. The approximate distribution of these geologic units at the three boring locations is depicted on Plates 1 through 3. Detailed descriptions of the soil and rock materials encountered in the exploratory borings are presented in the boring logs in Appendix A, while a brief summary is provided in Sections 5.2 through 5.5 below. A summary of the range of depth for each geologic unit at each boring location is provided in Table 1 below.
5.2 Granitic Bedrock
Granitic bedrock associated with the Southern California Batholith underlies all three boring locations. The granitic rock encountered in our borings is assigned to the Cretaceous-age Cole
Grade Tonalite. Tonalite is an intrusive igneous rock similar to granite but containing more
Cole Grade Road Improvements, Project No. 5015-18-0024.20 3 plagioclase feldspar and less potassium feldspar than granite. The primary mineral constituents of these rocks are plagioclase feldspar and quartz, with subordinate amounts of biotite and hornblende, and minor to trace amounts of other minerals. The tonalite encountered in the borings is generally massive (non-foliated), fine- to medium-grained, off-white to tan to reddish-brown, highly weathered, very weak to extremely weak, and friable.
5.3 Slopewash/Residual Soil
Undifferentiated slopewash/residual soil was encountered overlying the granitic rock in all three borings. These deposits varied somewhat in composition between the three borings. In Boring
BH1, these deposits consisted of light reddish-brown, dry, medium dense, fine-grained clayey sand. In Boring BH2, these deposits consisted of dark reddish-brown, moist, medium dense, fine-grained clayey sand/sandy clay. In Boring BH3, these deposits consisted of reddish-brown, damp, medium dense, fine- to medium-grained silty sand.
5.4 Artificial Fill
Artificial fill soils were encountered in Borings BH2 and BH3. In Boring BH2, located in the paved southbound shoulder of Cole Grade Road, the fill was overlain by 8 inches of asphaltic concrete over 6 inches of aggregate base, and extended to a depth of 3 feet. This fill consisted of dark reddish-brown, moist, loose to medium dense, fine- to medium-grained, clayey sand and silty sand. The 3-foot fill depth at this location was somewhat unexpected given that there are no obvious fill slopes or other topographic features near the location of Boring BH2 suggesting that fill is present. It appears likely that the fill at Boring BH2 is associated with the filling of a ravine or depression.
In Boring BH3, fill extended to a depth of 1 foot, and consisted of reddish-brown, damp, loose to medium dense, fine- to coarse-grained, silty sand. Based on the topographic expression of a fill slope to the west of Cole Grade Road, the fill appears to increase in depth to the north of Boring
BH2, extending to as estimated maximum depth of about 4 to 5 feet at approximately 400 feet north of Boring BH2.

Field Investigation and Boring Logs
PRE-DRILLING ACTIVITIES
Traffic control, encroachment and excavation permits were obtained from the County Traffic
Division prior to drilling. Boring permits from the County of San Diego Department of
Environmental Health were not required because the borings were not expected to exceed a depth of 20 feet or encounter groundwater. WSP subconsultant Atlas Geophysics was retained to provide private utility screening services. As required by law, Dig Alert was notified at least three working days before drilling to locate buried utilities in the vicinity of the proposed borings.
EXPLORATORY BORINGS
Three exploratory borings extending to depths ranging from 5.5 feet to 10 feet were drilled at the approximate locations indicated on Plates 1 through 3. The borings were drilled with a truck-mounted Marl M10 hollow-stem auger rig operated by Pacific Drilling of San Diego, California.
The borings were drilled to obtain samples for laboratory testing and subsurface information to aid in pavement design.
Prior to drilling, each boring location was hand augered to refusal (generally about 2 feet) to reduce the risk of damage to utilities. As drilling progressed, soil and rock samples were then collected from each boring at selected depth intervals using a California-Modified sampler.
Vertical sample intervals were typically 2.5 feet to 5 feet. Bulk samples of the surface soils were also retrieved directly from the auger cuttings.
A California Modified sampler was driven using a 140-pound automatic hammer falling 30 inches.
The number of hammer blows required to drive the samplers for each 6-inch interval of the 18-inch drive is termed the blow count and is recorded on the boring logs. If effective sampler refusal
(50 blows for less than 6 inches) was met before the full 18-inch drive was completed, the drive was terminated, and the blow count and the driven distance recorded. Blow counts presented on the boring logs are as recorded in the field and are not corrected for sampler type, depth, or other factors. Field descriptions have been modified where appropriate to reflect the findings of our laboratory tests and granular material densities based on blow counts (N-values) corrected for drill rig efficiencies.
Soils encountered were visually classified in the field in general accordance with the Unified Soil
Classification System and ASTM D 2487. Soil and rock samples were transported to the WSP laboratory for further examination and testing to evaluate the engineering properties of encountered materials.
