The contract establishes a comprehensive Integrated Pest Management (IPM) program for the facility located at 1 Langhorne Bond Drive, Springfield, Illinois 62707 (D6009). The scope of work requires the vendor to suppress indoor and outdoor pest populations including rodents, insects, arachnids, and other arthropods, while explicitly excluding birds, bats, snakes, termites, mosquitoes, and pests that feed primarily on outdoor vegetation. The vendor must emphasize non-pesticide control methods such as portable vacuums, trapping devices, and sticky traps wherever possible, with insecticide applications restricted to crack-and-crevice treatments unless exceptional circumstances warrant approval from the CMS Facility Manager. Key deliverables include an initial building inspection within ten working days of contract commencement, submission of a comprehensive Pest Control Plan within five business days thereafter, and monthly invoicing for services rendered. The initial contract term is five years, beginning September 1, 2026, or upon execution, with a maximum total term not exceeding ten years including any renewal periods.

The contract pricing is estimated, with the maximum total payment amount to be determined and entered by the State prior to execution. Pricing is located in the Items Tab of the associated BidBuy Purchase Order. This is a Small Business Set-Aside (SBSA) solicitation with no subcontractor utilization permitted. The vendor must maintain all required municipal, county, state, and federal licenses for pesticide application and employ only certified commercial pesticide applicators or individuals working under direct supervision of a certified applicator. The vendor is responsible for all transportation costs with no allowance for mileage charges, and the State may conduct background checks on the vendor's personnel at the State's expense. All work must be performed in the United States, with 100 percent of services provided at the D6009 Springfield location.

This contract can be signed in multiple counterparts upon agreement of the Parties.

1. SCOPE OF WORK

1.1. OVERVIEW AND PURPOSE:

The State requires a comprehensive Integrated Pest Management (IPM) program for the premises listed in Section 1.7. IPM is a process for achieving long-term, environmentally sound pest suppression and prevention using a wide variety of technological and management practices. The control strategies in an IPM program include the following:

A) Structural and procedural modifications to reduce food, water, harborage, and access used by pests.

B) Pesticide compounds, formulations, and application methods that present the lowest potential hazard to humans and the environment.

C) Non-pesticide technologies such as trapping and monitoring devices.

D) Coordination among all facilities management programs that have a bearing on the pest control effort.

1.2. SUPPLIES AND/OR SERVICES REQUIRED:

1.2.1. Vendor shall adequately suppress the following pests:

A) Indoor populations of rodents, insects, arachnids, and other arthropods B) Outdoor populations of potentially indoor-infesting species that are within the property boundaries of the specified buildings C) Nests of stinging insects within the property boundaries of the specified buildings D) Individuals of all excluded pest populations that are incidental invaders inside the specified buildings, including winged

1.2.2. Populations of the following pests are excluded from this contract; however, individual instances are included in the Specialized Requests and Emergency Service Section 1.2.8.:

A) Birds, bats, snakes, and all other vertebrates other than commensal rodents.

B) Termites and other wood-destroying organisms.

C) Mosquitoes D) Pest that primarily feed on outdoor vegetation

1.2.3. Insect Control and Emphasis on Non-Pesticide Methods: The Vendor shall use non-pesticide methods of control wherever possible. For example:

A) Portable vacuums rather than pesticide sprays shall be the standard method for initial cleanouts of cockroach infestations, for swarming (winged) ants and termites, and for control of spiders in webs.

B) Trapping devices rather than pesticide sprays shall be the standard method for indoor fly control.

C) Sticky traps shall be used to guide and evaluate indoor insect control efforts wherever necessary.

1.2.4. Application of Insecticides to Cracks and Crevices: As a general rule, the Vendor shall apply all insecticides as “crack and crevice” treatments only, defined in this contract as treatments in which the formulated insecticide is not visible to a bystander during or after the application process.

1.2.5. Application of Insecticides to Exposed Surfaces or as Space Sprays:

A) Application of insecticides to exposed surfaces or as space sprays (“fogging”) shall be restricted to exceptional circumstances where no alternative measures are practical.

B) The Vendor shall obtain approval of the IPM program prior to any application of insecticide to an exposed surface or any space spray treatment.

C) No surface application or space spray shall be made while tenant personnel are present.

D) The Vendor shall take all necessary precautions to ensure tenant and employee safety, and all necessary steps to ensure the containment of the pesticide to the site of application.

1.2.6. Insecticide Bait Formulations: Bait formulations shall be the standard pesticide technology for cockroach and ant control, with alternate formulations restricted to unique situations where baits are not practical.

1.2.7. Monitoring: Sticky traps shall be used to guide and evaluate indoor insect control efforts wherever necessary.

1.2.8. Special Requests and Emergency Service: On occasion, the CMS Facility Manager may request that the Vendor perform corrective, special, or emergency service(s) that are beyond routine service requests or outside of the established monthly services. The Vendor shall respond to these exceptional circumstances and complete the necessary work as follows and bill these services on a time and materials basis.

A) Immediate possibility for harm (i.e. hornets’ nest, mass infestation, large rodent, etc.): within three (3) hours after receipt of the request.

B) No immediate possibility of harm but still specialized request: within forty-eight (48) hours after receipt of the request.

C) Vendor shall bill the State for consumable materials required for special requests or emergency services. These shall be billed at Vendor’s cost with no markup. The State reserves the right to request Vendor’s supplier’s invoices for cost verification.

1.2.9. Commensal Rodent Control

A) Indoor Trapping: As a general rule, rodent control inside buildings shall be accomplished with trapping devices only. All such devices shall be concealed out of the general view and in protected areas so as not to be affected by routine cleaning and other operations. Trapping devices shall be checked on a schedule approved by the CMS Facility Manager. The Vendor shall be responsible for disposing of all trapped rodents and all rodent carcasses in an appropriate manner.

B) Use of Rodenticides: In exceptional circumstances, when rodenticides are deemed essential for adequate rodent control inside buildings, the Vendor shall obtain approval of the CMS Facility Manager prior to making any interior rodenticide treatment. All rodenticides, regardless of packaging, shall be placed either in locations not accessible to children, pets, wildlife, and domestic animals, or in EPA-approved tamper-resistant bait boxes. As a general rule, rodenticide application outside buildings shall emphasize the direct treatment of rodent burrows wherever feasible.

C) Use of Bait Boxes: All bait boxes shall be maintained in accordance with EPA regulations, with an emphasis on the safety of non-target organisms. The Vendor shall adhere to the following five points:

1. All bait boxes shall be placed out of the general view, in locations where they will not be disturbed by routine operations.

2. The lids of all bait boxes shall be securely locked or fastened shut.

3. All bait boxes shall be securely attached or anchored to floor, ground, wall, or other immovable surface, so that the box cannot be picked up or moved.

4. Bait shall always be secured in the feeding chamber of the box and never placed in the runway or entryways of the box.

5. All bait boxes shall be labeled on the inside with the Vendor’s business name, business address, and dated by the Vendor’s technician at the time of installation and each service.

1.2.10. Structural modifications and recommendations: Throughout the term of this contract, the Vendor shall be responsible for advising CMS about any structural, sanitary, or procedural modifications that would reduce pest food, water, harborage, or access. The Vendor shall be responsible for adequately suppressing all pests included in this contract regardless of whether or not the suggested modifications are implemented. The Vendor will not be held responsible for carrying out structural modifications as part of the pest control effort. However, minor applications of caulk and other sealing materials by the Vendor to eliminate pest harborage or access may be approved by CMS on a case by case basis. The Vendor shall obtain the approval of CMS prior to any application of sealing material or other structural modification.

The purpose of the initial inspection is for the Vendor to evaluate the pest control needs of the location and to identify problem areas and any equipment, structural features, or management practices that are contributing to pest infestations. Access to building space shall be coordinated with the CMS Facility Manager or designee. The CMS Facility Manager or designee will inform the Vendor of any restrictions or areas requiring special scheduling.

1.3.3. Vendor shall submit a Pest Control Plan within the following five (5) business days after Initial Building Inspection.
