The County seeks a qualified consulting team to develop a comprehensive plan for transitioning the RCCC's aging HVAC infrastructure from natural gas to electrified alternatives, compliant with Chapter 11 of the 2022 California Mechanical Code for I-3 occupancies. The project encompasses HVAC systems, domestic hot water equipment, lighting upgrades, and electric vehicle charging station recommendations across multiple campus buildings. The RFP was released on November 20, 2025, with a question submission deadline of December 16, 2025, at 2:00 p.m., and a proposal response deadline of January 8, 2026, at 2:00 p.m. A non-mandatory pre-proposal meeting is scheduled for December 9, 2025, at 9:00 a.m. at 12500 Bruceville Road, Elk Grove. Site visits will be conducted following contract execution, with team members required to pass a background check. The selected consultant must complete all deliverables within six months of contract issuance, including a 50% draft report, 95% draft report, and final report with cost estimates, site plans, and implementation recommendations. The contract will be executed using the County's standard consulting agreement (Attachment A).
The work shall be performed on a lump-sum basis with payments made as a percentage of work completion aligned with deliverable milestones. The consultant must provide estimated hours per labor level for each of the three deliverables and submit an hourly rate sheet for potential added scope during the design stage. Travel costs are included in the lump-sum compensation and will not be separately reimbursed. Evaluation criteria include team qualifications and credentials (25 points), relevant experience with public works projects, correctional facilities, utility company coordination, and campus-based infrastructure projects (30 points), proposal quality and compliance (15 points), cost (20 points), availability to meet the six-month timeline (5 points), and quality references (5 points). No set-aside provisions or incumbent preferences are identified. The project is funded by Sacramento County and coordinated with the Department of General Services, Facility Planning and Management, and the Sacramento County Sheriff Organization. The electrical design must coordinate with SMUD utility services, specifically incorporating connection to a 69kV substation north of campus via a proposed 12kV utility yard pending design under a separate project.

Request for Proposal #2025-PURB RFP-0054 Title: Request for Proposal (RFP) - RCCC Campus Electrification Plan, CC-080161-00
1. Introduction
1.1. Summary
The County of Sacramento (County) is soliciting Requests for Proposal (RFP) for the Sacramento County
Rio Cosumnes Correctional Center (RCCC) Campus Electrification Plan (Project) to conduct pre-design documents. The primary goal of the project is to create a plan for how RCCC can replace its aging HVAC infrastructure by transitioning these systems away from natural gas fuels sources and into electrification alternatives. The design shall comply with Chapter 11 of the 2022 California Mechanical Code, that limits
I-3 occupancies from receiving air conditioning from high-probability direct expansion systems.
1.2. Background
Existing mechanical infrastructure at the RCCC campus is aging and some existing rooftop HVAC units that serve inmates and sheriff staff are beyond their useful life. Since 2016, the California Mechanical
Code no longer allows high-probability, direct expansion refrigeration systems to replace existing direct expansion HVAC units (also known as packaged units) in kind at I-3 occupancies. The common approach to addressing this is to create centralized hydronic chilled water plant(s) to deliver cooling capacity to newly provided custom chilled water air handlers in place of their direct expansion existing counterparts.
Concurrently, as of November 2024, Sacramento County now has an approved Climate Action Plan (CAP) which requires approximately 85% carbon reduction from 2021 emissions levels by 2045. One way to help achieve this goal is to replace natural gas sourced HVAC units with air source heat pump alternatives. In pairing the CAP needs with the 2016 refrigerant requirements, this prompts a campus approach to delivering chilled and heating hot water from air source chiller/heater units to replace the existing HVAC units at RCCC.
Additionally, the Department of General Services (DGS), Architectural Services Division (ASD) is developing a project to connect the RCCC campus to a recent SMUD 69kV substation north of the campus. Connecting to this substation will assist with demand from future HVAC and electrification projects. The connection design to the substation shall not be included in the Project, but utility lines to the location shown for cost considerations
1.3. Contact Information

Proposer must present such information separately as part of its proposal OR type in bold red letters the term "CONFIDENTIAL" on that specific part or page of the proposal which proposer believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as "trade secret" does not necessarily make the data protected under any applicable law.
In order for the County to assert the confidentiality of any such information in the event a California
Public Record Act request is received, the proposer must request, execute and submit a County-prepared written agreement to defend and indemnify the County for liability, costs and expenses incurred in asserting such confidentiality as part of the proposal. 2.2.13 Conflict of interest
The proposer affirms that to the best of its knowledge the submission of its proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the County and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.
The County may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a proposer. To avoid a conflict of interest by a proposer, the County may utilize methods including disqualifying a proposer from eligibility for a contract award or cancelling the contract if the conflict is discovered after a contract has been issued. The County may, at its sole and absolute discretion, waive any conflict of interest.
