About this file
This is an excerpt from the 2022 California Mechanical Code, Chapter 1, attached as supporting documentation to a Request for Proposal issued by Sacramento County for the Rio Cosumnes Correctional Center (RCCC) Campus Electrification Plan. The project seeks a qualified consulting team to develop a comprehensive pre-design plan for transitioning aging HVAC infrastructure from natural gas to electrified alternatives across multiple campus buildings. Key deliverables include a 50% draft report, 95% draft report, and a final report containing cost estimates, site plans, and implementation recommendations for HVAC systems, domestic hot water equipment, lighting upgrades, and electric vehicle charging station recommendations. The RFP was released on November 20, 2025, with a proposal submission deadline of January 8, 2026, at 2:00 p.m. A non-mandatory pre-proposal meeting is scheduled for December 9, 2025, at 9:00 a.m. The design must comply with Chapter 11 of the 2022 California Mechanical Code for I-3 occupancies and must be completed within six months of contract issuance. Electrical design shall coordinate with Sacramento Municipal Utility District (SMUD) services, connecting to a 69kV substation via a proposed 12kV utility yard under a separate project.
The contract will be executed on a lump-sum basis with payments aligned to deliverable milestones. Proposing consultants must provide estimated hours per labor level and an hourly rate sheet for potential additional scope during the design stage, with travel costs included in the lump-sum compensation. Evaluation criteria include team qualifications (25 points), relevant experience (30 points), proposal quality (15 points), cost (20 points), timeline availability (5 points), and reference quality (5 points). The project is funded by Sacramento County and coordinated through the Department of General Services, Facility Planning and Management, and the Sacramento County Sheriff Organization. All consultants must complete a security background investigation and view the Prison Rape Elimination Act (PREA) Compliance Training Video prior to facility entry and maintain comprehensive insurance coverage as outlined in the county agreement attachment.
