About this file
This is a Background Check and Site Security Requirements document issued by the Sacramento County Sheriff's Department for the Rio Cosumnes Correctional Center (RCCC) Expansion Project (Contract No. 4347). The document establishes mandatory security protocols and operational procedures that all contractors, construction workers, suppliers, project managers, and manufacturers' representatives must follow before and during work at the facility. All personnel entering RCCC must complete a Security Background Investigation Form at least five business days prior to facility entry, submit to a criminal history record check conducted by the Sheriff's Department, view the Prison Rape Elimination Act (PREA) Compliance Training Video, and sign an attestation confirming understanding of entry and operational procedures. Personnel approved for site access will be placed on an "Approved Contractors" list and must obtain a security badge from the gatehouse upon entry, which must be returned daily upon departure. Entry to the facility occurs exclusively through the gatehouse at the front driveway on Bruceville Road.
The operational and safety procedures mandate strict weapon and tool control, with all tools and materials kept in secure enclosures except during immediate use and under constant supervision or locked storage inaccessible to inmates. Contractors must maintain a comprehensive inventory of all materials, equipment, and tools brought into and removed from the facility, which will be verified by Sheriff's staff at shift changes. Personnel are prohibited from communicating with inmates, exchanging any items with inmates, wearing clothing colors matching inmate apparel (orange, purple, green, yellow, or white), or bringing weapons, drugs, alcohol, cell phones, cameras, or illegal substances into the facility. All persons, vehicles, toolboxes, and bags are subject to search at any time. Failure to comply with security procedures may result in site dismissal and criminal prosecution under California Penal Code sections 4570 and 4573. Prior to commencing work, all personnel must provide signed acknowledgment of these procedures along with a photocopy of both sides of a California ID or driver's license.
