About this file

This Addendum 1 document supports an Invitation for Bid (IFB #121-071426JA) issued by Rowan-Cabarrus Community College for South Campus HVAC Upgrades located at 1531 Trinity Church Road, Concord, North Carolina (Project CMTA #223.081, SCO ID #23-26928-01B). The addendum, dated July 30, 2026, updates specifications and drawings for mechanical and electrical improvements across buildings S201, S202, and S203, including air handling unit replacements, chiller installation, variable air volume controller upgrades, and Building Automation System conversions. A non-mandatory pre-bid conference was held on July 28, 2026, with 15 contractor attendees representing mechanical, electrical, and HVAC firms. Sealed bids are due August 18, 2026, at 2:00 p.m., with public opening and reading conducted via Zoom. The project scope includes replacing two aging chillers with a modular three-unit 80-ton system, retrofitting pneumatic controls to direct digital controls using Tridium Niagara framework with BACnet communication, and upgrading Building Automation System software. Mechanical Alternate No. 2, detailed in the addendum, includes demolition and replacement of the existing boiler system in Building S202 with a high-efficiency condensing boiler (Lochinvar PB-1302 basis of design), expansion tank, air separator, and circulating pump. The addendum specifies that all buildings will remain occupied during construction, requiring temporary HVAC and power services; contractors must coordinate power interruptions, nighttime work, and weekend activities 7–10 days in advance and comply with campus policies, safety protocols, and tobacco prohibitions.

The project requires Historically Underutilized Business (HUB) participation. CMTA, Inc., serving as the designer, will submit technical permit documents to Rowan County; however, the prime contractor is responsible for permit payment and obtaining the official license. Bids are structured as single prime, lump sum for all categories with a required bid bond equal to 5 percent of the total bid amount. All bidders must register with the North Carolina Electronic Vendor Portal and complete the Identification of Minority Business Participation form with either Affidavit A or B, with failure to do so resulting in bid rejection. Mechanical contractors must comply with North Carolina General Statutes Chapter 87, Articles 2 and 4, and possess proper state licenses. The specifications reference condensing boiler manufacturers including Lochinvar, Aerco, Raypak, Laars, and Patterson-Kelley, with heat exchanger warranties of minimum 10 years and boiler parts warranties of minimum one year commencing upon Substantial Completion. Piping specifications detail Schedule 40 black steel for hot water, chilled water, and condenser water systems, with copper tubing for condensate drain and makeup water applications. Payment will be made on 95 percent of monthly estimates with final payment upon completion and acceptance; no bid may be withdrawn for 60 days after the scheduled closing time. The college reserves the right to reject any or all bids and waive informalities. Weekly construction meetings and monthly Owner's Advisory Committee meetings with the State Construction Office Monitor are required throughout project execution.
