About this file

This document is Attachment B of solicitation R-320956, issued by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) for HVAC maintenance services at Illinois nuclear power stations under the GEMS (Generating Energy Management System) program. The contract involves preventive maintenance and repair services for rooftop HVAC units across six nuclear generating stations located in Illinois: Braidwood, Byron, Clinton, Dresden, LaSalle, and Quad Cities.

The three-year contract period runs from July 1, 2026 through June 30, 2029, with pricing to be established through vendor quotes submitted against a master contract via Basic Ordering Agreements (BOA). Vendors must submit completed Attachments A and B with a $80,000 placeholder cost in BidBuy. The pricing structure includes three components: Table A requires per-unit annual preventive maintenance costs for each of the six Carrier HVAC units across all three contract years; Table B requires fixed labor rates for Monday-Friday daytime ($0-5 PM), Monday-Friday/Saturday evening-night ($5 PM-8 AM), and Sunday/holiday work; Table C addresses parts and supplies pricing but is not evaluated. Evaluation criteria calculate total contract costs using 20 hours of daytime labor, 5 hours of evening/Saturday labor, and 3 hours of Sunday labor per 12-month period. All work is subject to Illinois Prevailing Wage Act requirements, with contractors obligated to pay prevailing wage rates established by the Illinois Department of Labor in the counties where work is performed.
