About this file
This is a Questions and Answers document for Lincoln's Challenge Academy Cadet Physicals solicitation 26-466MIL-LNCCH-B-52047. The document addresses inquiries from prospective vendors regarding contract requirements and bidding procedures for what appears to be a state procurement.
The solicitation includes a 7% Business Enterprise Program (BEP) requirement that BEP-certified prime vendors may satisfy through self-performance without requiring an additional BEP-certified subcontractor. Vendors must document self-performance in Part II of the BEP Utilization Plan. Pricing is based on line items in the Quote Items Tab of the bidding system, with payment determined by actual services rendered rather than estimated contract volume. Compensation is calculated on a per-cadet basis for physical examinations and related services actually provided to Lincoln's Challenge Academy cadets.

Questions and Answers for Lincoln’s Challenge Academy Cadet Physicals
26-466MIL-LNCCH-B-52047
Can you please confirm whether, as a BEP-certified prime vendor, we may satisfy the 7% BEP requirement through our own self-performance, or whether the State requires us to include an additional BEP-certified subcontractor on this solicitation?
Yes, a BEP certified prime vendor can self-fulfill the BEP requirement. An additional BEP certified subcontractor is not required.
If self-performance is acceptable, please also confirm whether we should indicate that on the BEP Utilization Plan rather than listing another BEP subcontractor.
Yes, self-performance is acceptable and must be indicated in the U-Plan by completing Part II Prime Vendor Commitment.
I also wanted to confirm the pricing basis for this solicitation. Should pricing be based on the full estimated contract volume, or should bidders price strictly by the Quote Items Tab in BidBuy, with payment based on the actual number of cadets served and services performed?
Vendors should bid on each of the line items in the Quote Items Tab. Payment will be based on the actual number of cadets seen and actual services rendered.
