About this file

This document is a Questions & Answers (Q&A) document for the Palmer High School Renovation CMGC project issued by Colorado Springs School District No. 11 (D11). The Q&A document addresses three key clarification questions from potential bidders regarding project references and the General Conditions structure for the construction management/general contractor (CMGC) procurement. The questions specifically seek clarity on the acceptable timeframe for project references (3-5 years) and whether the Project Manager (PM) and General Superintendent can be included in the General Conditions costs rather than the basic fee.

The district provided consistent responses to the queries, confirming that bidders should submit 3 references within a 3-5 year timeframe and agreeing that the PM and General Superintendent can be part of the General Conditions. This approach is intended to provide more transparency and comparability in proposal pricing by allowing these key on-site staff positions to be billed under General Conditions rather than being built into the basic fee. The document is dated September 13-20, 2024, indicating an ongoing procurement process for the Palmer High School renovation project.

Q2 Question: General Conditions Structure

The General conditions structure currently states under on-site services and staff that the PM and

General Superintendent should be built into the basic fee. Most often we see that staff who are working on the site would be billed in the General Conditions or the Cost of Work, making these positions part of the fee may increase the fees and may make it difficult to compare leveled proposals. For the most straight forward process, will D11 consider allowing the PM and General Superintendent to be part of the General Conditions?

Answer: Yes, please make the PM and General Superintendent be part of the General Conditions.

Q3 Question: Fee Matrix Clarification - Ref: GC Structure, On-Site Services & Staff

Reference General Conditions Structure, On-Site Services and Staff – Consider moving the on-site

Project Manager from Basic Fee to General Conditions Costs since these manager(s) will be dedicated to the project full-time and stationed on-site for the duration of construction, similar to the Project

Superintendent.

Answer: Yes, please make the PM and General Superintendent be part of the General Conditions.
