About this file
This document is a Question and Answer (Q&A) Addendum #1 for Rhode Island College's Request for Quotation (RFQ26006660) for fire alarm and suppression equipment testing, maintenance, and repair services. The solicitation, issued by Rhode Island College's Purchasing Department, seeks vendor quotes for quarterly fire alarm system testing (conducted four times annually), semi-annual kitchen suppression system testing for nine systems (conducted twice annually), and hourly labor for maintenance and repair work across 46 campus buildings. The RFQ encompasses an estimated 3,500 fire alarm devices distributed throughout the campus, with significant concentrations in residential halls. The vendor question and answer collaboration period closed on May 26, 2026, with the solicitation opening on June 17, 2026. The initial contract period runs from July 1, 2026, through June 30, 2029, with an option for one additional 12-month renewal contingent on performance and fund availability. Testing is to be completed during normal business hours (7:00 a.m. to 5:00 p.m.) Monday through Friday, with access to occupied residence halls typically restricted until 9:00 a.m. or later during the school year; escorts will be provided when entering residence halls during fire alarm testing.
The Q&A document clarifies that service, repairs, and correction of deficiencies identified by Rhode Island College are part of the contract, though estimates or quotes may be required for approval on certain items. Rhode Island College does not provide device-specific inspection reports but relies on reports indicating that 25 percent of devices have been tested quarterly per NFPA standards and that the Rhode Island State Fire Marshal Office sticker has been placed on the panel. No badging or training fees are required; all vendors must check in and out at the Physical Plant to identify themselves and document their work locations. Vendors must possess all necessary Rhode Island licenses for fire alarm and suppression work, maintain general liability coverage of $1,000,000 per occurrence, and comply with Rhode Island prevailing wage requirements for repair work classified as Public Works, with routine maintenance work exempt from prevailing wage requirements. A minimum 15 percent minority business enterprise (MBE) participation is required, and a contract administrative fee of 0.33 percent of total annual spend will be withheld from vendor invoices, with compensation limited to parts and labor costs only.

1) Would the school offer a copy of the inspection reports? The reason we ask is we can see a list of the type of devices that will be inspected. Our quote is based on time required to do the testing and the device counts would greatly help.
The reports RIC receives is based on a percentage of devices tested and it also verifies the RI State Fire Marshall Office sticker has been placed on the panel. The college does not receive a report based on units and location of the device. Per NFPA you need to test 25% of the devices per quarter.
