4.0 Evaluation Process

The Government will evaluate candidates utilizing a two-phase evaluation process to determine the best value to the Government. Award will be made to the offeror whose quote represents the best value to the Government, price and other factors considered. While the Government reserves the right to award to other than the lowest-priced offeror to secure a technically superior candidate, past performance and technical evaluation factors, when combined, are approximately equal to price. Quotes that exceed the Government's available funding may be determined ineligible for award.

Phase I: Resume and Past Performance Evaluation Offerors shall submit a complete package including a resume, 3 references, and any relevant verifications (e.g., diplomas, certifications). The Government will only review up to a maximum of 10 pages per candidate. Documentation shall be sent to the organization email of the 9 RW/HC staff at 9RW.HC@us.af.mil to be considered.

Resumes and references will be reviewed against the Go/No-Go minimum qualifications. Candidates passing the minimum qualifications will be evaluated on the following:

• Technical Capability: Demonstrated experience in Parish Coordination, relevant education exceeding baseline requirements, and demonstrated proficiency with Mac/PC, MS Office, and basic office equipment.

• Past Performance: The Government will evaluate the candidate's past performance to assess their likelihood of successfully performing the required duties based on the provided references.

Demonstrated past performance as an active Holy Catholic (HC) Parish/community participant or volunteer will be viewed favorably. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance and will receive a neutral rating.

Phase II: In-Person Interview Up to the top 3 rated candidates from Phase I will be invited to an in-person interview to assess their ability to recruit/train volunteers, understanding of safety oversight, interpersonal skills, and communication.

Final Award Decision The evaluation panel will determine the overall technical and past performance merit of each candidate based on Phase I and Phase II. The Contracting Officer will then conduct a tradeoff analysis.
