About this file
This document is a Performance Work Statement (PWS) Attachment N providing Supplemental Packaging Instructions for the T56 Joint Follow on Contract, dated 05 November 24. The attachment specifies detailed packaging requirements for various aerospace components including torquemeters, turbine rotor assemblies, compressor modules, RGB components, fuel valves, fuel nozzles, high pressure fuel filters, and fuel pumps.
Key packaging requirements include meeting contract preservation and packaging specifications, handling packaging discrepancies through Supply Deficiency Reports, maximizing reusable containers, obtaining prior approval for special design containers, and properly tagging material condition codes. The instructions cover multiple National Stock Number (NSN) items with specific container designations, particularly emphasizing special handling for items with residual fuel, which require specific markings in accordance with Air Force instructions. The document provides guidance for contractors on packaging standards, damage reporting, container manufacturing, and handling excess materials during the repair and overhaul process for engine components.

PRESERVATION, PACKAGING, AND PACKING FOR REPAIR CONTRACTS
1. Preservation, Packaging, and Packing Requirements: Assets shipped or received shall meet the preservation, packaging, and packing requirements stated in the contract.
The term “preservation, packaging, and packing” is to mean the entire package; this includes, but is not limited to the assets’ wraps, barriers, cushioning, blocking, bracing, and unit intermediate containers.
2. Packaging Discrepancies: If assets are received in other than the contracted packaging requirements (coded data or Special Packaging Instructions (SPI) drawings) the Contractor shall initiate a Supply Deficiency Report (SDR) IAW AFJMAN 23-215, Reporting of Supply Discrepancies upon receipt of asset. The prime packaging specialist at Com (405) 739-3545 may authorize the following exceptions to these requirements.
Exceptions when no damage has occurred are as follows:
a. Items packaged before the current SPI date
b. An alternate pack may be used, provided the prime Program Office approves and issues a deviation number, which would be annotated on the exterior container
c. The next larger size fast pack, PPP-B-1672, type I or type II may be used for shipments with priorities 01-08 with approval
d. The use of the next larger standard pack container for unserviceable items
3. Asset Damages: Damages to assets or containers, attributed to negligence, will be referred to the ACO for action. Damages attributed to improper preservation, packaging, packing, or marking will also be referred to the ACO for action IAW AFJMAN 23-215, Reporting of Supply Discrepancies.
4. Reusable Containers: Contractors shall maximize the use of reusable containers by reclaiming and reusing containers marked as “Reusable Container” for the return of assets to the contract designated activity. Cost reimbursements or material replenishment associated with operation shall be negotiated as part of the contract.
5. Manufacturer/Procurement of Containers: Manufacturing or procurement of fiberboard or wood containers and the costs associated with these functions shall be IAW the terms of the contract. Special design containers or fixtures of metal or plastic construction shall not be manufactured or procured without prior approval of the program manager / item manager. Negotiation shall be conducted through the applicable ACO.
6. Excess Material: Government owned material in excess to contract fulfillment and being reclaimed by the Government should be packaged IAW contract terms. Packaging instructions for material not covered in the Contract shall be from the ACO.
7. Condition: Material condition code tags will be placed inside the package along with the repaired asset, and also attached to the outside of the shipping container.
