About this file

This file contains Public Contract Code Disclosures required by the State of California for bidders on the City of Pasadena's FY27 CDBG Street Resurfacing and ADA Improvement Project. The project involves resurfacing Fair Oaks Avenue from Washington Boulevard to Mountain Street and Los Robles Avenue from Washington Boulevard to Orange Grove Boulevard in Pasadena, California. Associated improvements include removal and reconstruction of damaged concrete curb, gutter, sidewalk, curb ramps, driveway aprons, and cross gutters; adjustment of existing utility manholes; replacement of traffic signal loop detectors; installation of raised pavement markers; and miscellaneous appurtenant work. The project is partially funded with federal Community Development Block Grant (CDBG) Program funds.

All bidders must complete three mandatory certifications under penalty of perjury as required by California Public Contract Code sections 10285.1, 10162, and 10232. Under Section 10285.1, bidders must declare whether they have been convicted within the preceding three years of fraud, bribery, collusion, conspiracy, or violations of state or federal antitrust law in connection with public works contracts. Section 10162 requires bidders to certify whether they, any officer, or any employee with a proprietary interest has been disqualified, removed, or prevented from bidding on or completing a federal, state, or local government project due to violation of law or safety regulations. Section 10232 requires certification that no more than one final unappealable finding of contempt of court by a federal court has been issued against the contractor within the preceding two years for failure to comply with a National Labor Relations Board order. False certifications may subject the certifier to criminal prosecution.
