Where existing striping is to remain unchanged, the edges of the paving passes shall conform to the existing lane edges.
Where practicable, each travel lane shall be paved in a single continuous pass. In tapered transition areas, the shoulder shall be paved first, followed immediately by the adjacent through lane using a hot lap.
For paving operations that introduce new quarter points or grade breaks due to key cuts or other conditions, the Contractor shall provide equipment capable of adjusting to the revised surface profile at the required locations. Profile transitions shall be made within twelve (12) inches of the actual quarter point or grade break.
The Contractor shall take sufficient measurements during placement to verify that the full design asphalt concrete thickness is achieved at all quarter points, grade breaks, and transition areas.
Failure to provide the required thickness at any of these locations shall be cause for rejection of the work.
Corrective work for rejected areas shall include milling and removal of the new asphalt concrete from the roadway edge to the centerline or nearest interior lane line, as directed by the City
Project Manager, and repaving to the specified grade and thickness. The minimum length of any corrected area shall be fifty (50) feet.
TOLERANCES
The finished asphalt concrete surface shall be flush with, or up to one-quarter inch (0.02 feet) (6
mm) above, the gutter lip. In no case shall the finished pavement surface be lower than the gutter lip.
The average pavement thickness shall be equal to the thickness specified for the project.
For total pavement thicknesses less than four (4) inches, the minimum allowable thickness at any point shall be no more than one-quarter inch (1/4") less than the specified thickness.
For total pavement thicknesses of four (4) inches or greater, the minimum allowable thickness at any point shall be no more than one-half inch (1/2") less than the specified thickness.
Surface smoothness shall be verified using a twelve-foot (12') straightedge placed parallel to the centerline. Deviations in excess of the tolerances permitted by the contract documents shall be corrected at the Contractor’s expense.
PAVING MACHINES
Paragraph 302-5.4.5 Paving Machines of the Standard Specifications shall be supplemented as follows:
The Contractor shall utilize an Asphalt Material Transfer Vehicle (AMTV), also known as a
“Shuttle Buggy,” during placement of all asphalt concrete finish course materials on Arterial
SP 18
Streets.
The ski shall be constructed and installed to maintain a reference to the average elevation of the existing pavement along the length of the ski at the sensor point.
When placing surfacing adjacent to previously laid pavement constructed in accordance with these provisions, a joint-matching shoe of adequate size and type may be used in lieu of a 30-foot ski to properly sense the grade of the existing mat.
The ski shall be mounted to provide an accurate reference for the surfacing being placed, which may require positioning the ski ahead of and inside the outer limits of the screed. Automatic cross-slope control may be achieved using a ski and grade sensor on each side of the paving machine.
Automatic screed controls shall be installed so that occasional manual adjustments necessary to maintain the screed attitude parallel to the underlying pavement are readily accomplished.
The installation shall allow the automatic controls to be quickly disengaged, enabling the screed to be operated manually with minimal delay.
If the automatic screed controls fail to operate properly during any day’s work, the Contractor may manually control the spreading equipment for the remainder of that day, provided the work meets the quality requirements of Section 39-2 of the 2025 Caltrans Standard Specifications
(Unrevised).
If the methods and equipment used for automatic control do not achieve the required quality, paving operations shall be temporarily discontinued. The Contractor shall then make the necessary modifications to the equipment, or furnish alternative equipment conforming to these requirements, before resuming paving.
If the City Project Manager/Inspector determines that the existing grade or cross slope is too irregular for the automatic controls to achieve the specified quality, the Contractor shall discontinue use of automatic controls and adjust the spreading equipment manually. Automatic control may resume only when the City Project Manager provides such direction.
PLACEMENT
Paragraph 302-5.9.1 General of the Standard Specifications shall be revised to stipulate that asphalt concrete shall not be placed unless the atmospheric temperature is at least 55 degrees
Fahrenheit and rising.
Paving operations shall be scheduled and performed so that no unfinished longitudinal paving joints remain at the end of each day’s work. Where longitudinal joints are required, they shall be of the wedge type and constructed in accordance with the plan details. A proposed longitudinal joint layout shall be submitted to the City Project Manager for approval and reviewed during the
SP 19
pre-paving meeting.
ROLLING
Subsection 302-5.10, paragraph five of the Standard Specifications shall be revised to stipulate as follows :the number of rollers required for each paving operation shall be such that all rolling for density can be completed before the temperature of the asphalt concrete mixture drops below
140 degrees Fahrenheit.
Breakdown rolling shall commence immediately after asphalt concrete placement, except in cases where mix distortion or shoving occurs rather than compaction. In such instances, the Contractor shall allow the mix to cool sufficiently before proceeding with rolling. All rolling shall be performed with the drive wheel forward, and the advance and return passes shall follow the same line.
For leveling courses less than one inch (1") thick using D2 asphalt concrete, breakdown rolling shall consist of:
1. Three coverages with an 8 to 12-ton pneumatic roller
2. One finishing coverage with a steel wheel roller
Rolling may begin with a single pass of a steel wheel roller to allow the pneumatic roller sufficient time to warm up, avoiding tracking or picking up material from the mat. Pneumatic roller tires shall be treated with a non-petroleum-based product to prevent material pickup.
Failure to achieve effective breakdown rolling with the pneumatic roller after a reasonable warm-up period shall constitute cause to temporarily suspend paving operations until the Contractor can provide equipment capable of performing without pickup.
For all other leveling courses, the intermediate roller shall be a 12-16 ton pneumatic roller.
COMPACTION
The Contractor shall have hand-compaction equipment immediately available to compact all areas inaccessible to rollers. Hand-compaction shall be performed concurrently with breakdown rolling. If, for any reason, hand-compaction falls behind breakdown rolling, further placement of asphalt concrete shall be suspended until hand-compaction catches up. Acceptable hand-compaction equipment includes vibraplates and hand tampers, and hand torches shall be available for rework of areas that have cooled.
After compaction, the surface texture of all hand-worked areas shall match the surface texture of the machine-placed mat. Any thin courses, segregation, or other surface irregularities shall be corrected immediately upon discovery. Failure to promptly address these areas shall result in suspension of asphalt concrete placement until the areas are satisfactorily corrected, unless otherwise authorized by the City Project Manager.
FIELD DENSITY
SP 20
The second through fifth paragraph of Section 302-5.11.2 shall be deleted and replaced with the following:
Sublots for Compaction Testing shall be defined as follows:
1. Quantity-Based Sublots
Each 250 tons (or portion thereof) of asphalt placed on an individual street in a single paving day constitutes a sublot.
If more than 250 tons are placed on a street in one day, up to 50 tons above 250 may be included in the previous 250-ton sublot.
2. Multiple Streets
When paving multiple streets in a single day, each street shall be considered a separate sublot.
Streets where more than 250 tons are placed in a day may be subdivided into multiple sublots.
3. In-Place Density Requirements
The in-place density shall be between 92.0% and 97.0% of maximum theoretical unit weight.
Compaction shall be determined by coring. Three cores shall be taken per sublot, and the average of the three cores shall be used to determine the sublot’s compaction.
4. Core Sampling
The City Inspector shall determine core locations using random sampling charts per
CTM 356.
Cores shall be 4-inch or 6-inch diameter and sampled within 5 calendar days of paving.
The Contractor shall submit properly labeled cores to the City for testing.
The City Project Manager shall provide core test results within 3 working days of receipt.
5. Core Backfill
The Contractor shall backfill cores with hot mix asphalt the same day the cores are taken.
Failure to backfill on the same day will be subject to liquidated damages of $500 per day per location.
6. Deductions for Percent Maximum Theoretical Density
For sublots that do not meet the density requirements, the following table shall apply to determine deductions based on the average compaction of the sublot:

SAMPLING
The City Inspector may sample the asphalt concrete from the truck bed, windrow, hopper for the spreading machine, or the mat at various intervals. The Contractor shall facilitate the sampling process.
COLD JOINTS
Cold joints are defined as previously placed pavement that has been in place for more than three hours. All cold joints, both longitudinal and transverse, shall be heated with a torch prior to applying tack coat and placement of adjoining pavement. Care shall be taken to avoid damaging the asphalt concrete by burning or causing excessive aging, as determined by the City Inspector.
Any material deemed damaged shall be removed by saw cutting to create a new cold joint, which shall then be torch-heated prior to paving.
TEMPORARY TRANSITIONS
The Contractor shall construct temporary pavement transitions at all paving joints exceeding 1
SP 22
inch prior to allowing traffic onto the paved surface. This applies to both longitudinal and transverse paving joints in leveling and surface courses.
Temporary pavement transitions shall:
• Have a slope of 20:1, or as approved by the City Inspector.
• Be constructed on Kraft paper or another suitable bond breaker so that, upon removal, a clean notch remains.
• Be constructed of either cold mix or hot mix asphalt.
Additionally, the Contractor shall construct temporary pavement transitions at all minor concrete features exceeding 1 inch, including, but not limited to:
• Curb returns (from beginning to end of the return)
• Cross gutters
• Spandrels or other small concrete elements within or adjacent to the pavement
