McMILLEN JACOBS – 111720 PROJECT NARRATIVE

USFWS – ABERNATHY FTC; WATER SUPPLY SYSTEM REHAB. PAGE - 1

USFWS – ABERNATHY FISH TECH. CENTER

DOMESTIC WATER SUPPLY SYSTEM REHABILITATION, NOVEMBER 2020 (Revised)

PROJECT NARRATIVE

PART 1 -- GENERAL

1.1 EXISTING FACILITIES BACKGROUND

A. The US Fish and Wildlife Service (USFWS) owns and operates the Abernathy Fish Technology Center (AFTC), located at 1440 Abernathy Creek Road, Longview, WA 98632. See Contract Drawing G001 for a Vicinity Map and project boundary limits on the work to be performed.

B. The facility's current primary water source for domestic use is a single 400-foot+ (ft) deep domestic well (Well #4) located on the southern end of the property. The well currently feeds potable groundwater to several buildings on-site, including one current residence, a main office / administration house, a laboratory building, and a genetics / physiology building. As currently configured, the well feeds its groundwater through the facilities aeration / degas tower, where water passes thru a short-stacked (4-ft) packed column for equalization of gas pressure (nitrogen gas removal), prior to the water being used for all three site purposes of aquaculture, fire suppression water to the sites two main fire hydrants, and domestic water uses.

C. Pursuit of Group B Water System Classification. The Abernathy FTC domestic well and water distribution system is currently a non-approved water system with the State of Washington DOH and is seeking water system classification from Cowlitz County as a Group B water system that serves fewer than 25 people per day. Current staffing levels at the Abernathy FTC facility are for about 15 to 22 people and the number of on-site staff is expected to decline in 2021 and beyond as a result of the Covid pandemic and a revised nature of conducting research at the facility. See Table 1 included at the end of this Project Narrative that provides a graphic summary of the Group A / Group B designations from chapter 246-290 of the Washington Administrative Code (WAC).

1.2 FUTURE GROUNDWATER DISINFECTION CAPABILITIES

A. Groundwater Disinfection Requirements per the WAC. Both the current disinfection system as well as the new water distribution and disinfection system are designed to comply with all aspects of the WAC, including WAC 246-290-451 part (4) which states the following:

The purveyor of a system using groundwater shall meet the [disinfection] requirements under subsection (6) of this section if required by the department to disinfect for any of the following reasons:

(a) Determination that the groundwater source is in hydraulic connection to surface water under WAC 246-290-640(4);

(b) A history of unsatisfactory source coliform sampling; or

USFWS – ABERNATHY FTC; WATER SUPPLY SYSTEM REHAB. PAGE - 2

(c) A microbiological contaminant threat within the sanitary control area as defined in

WAC 246-290-135.

None of the above three conditions listed (a, b or c) have had any history of being an issue at the Abernathy FTC facilities. Item b should continue to be checked periodically (probably about once per year) by USFWS staff, and USFWS staff are committed to providing distribution system coliform testing at the farthest ends of their small distribution system about once per quarter. Any positive test results on such coliform tests should be followed up with a repeat test to confirm positive coliform result and whether on not there is any presence of E-coli / fecal coliform. A positive result on this second test for E-coli or fecal coliform should trigger the start of possible chlorination of the distribution system with either a shock chlorination event or possibly with continual hypochlorite feed chlorination with the newly designed and semi-automated chlorination disinfection system.

B. Newly Modified Potable Water Distribution System. The newly modified and rehabilitated water supply system at the Abernathy FTC will make the following changes, to improve reliability and safety of the overall system and to effectively separate the domestic water distribution system from the other two water uses (fire suppression / yar hydrant water use and hatchery / aquaculture water use):

1. Provide a new 3-inch tap on the main ductile iron (DI) water inlet supply line to the aeration facility, some 40-ft prior to the packed column air-strippers. The inlet piping to the existing air strippers will provide an air-gap break on the new domestic water supply system, thus preventing any possibility of backflow contamination.

2. The new 3-inch tap will provide water via a new 2.5-inch buried PVC pipeline to a new booster pump station including two new large hydropneumatic tanks. The hydropneumatic tanks will be piped out to all the existing buildings for connections such that only potable domestic water service is provided from this new system, to the existing buildings main service connections.

3. The existing two booster pumps on-site and the existing water storage reservoir located up on the hillside above the facilities will provide utility water only (non-chlorinated) to the site’s two (2) existing yard utility / fire hydrants. These fire hydrants will thus continue to be serviced with the same gravity pressurized system they currently have, and will be separated and completely independent from the upgraded domestic water supply system.

4. Finally, the 6-inch water supply piping to the hatchery aquaculture building will be separate from the existing booster pump station system and fed water by gravity directly form the existing aeration tower, on the outlet side of the existing packed column degassers. The hatchery building will thus be on a completely independent water supply as compared to the new domestic water supply system.

C. Chlorination System for Possible Disinfection of Groundwater. The newly modified groundwater domestic water supply system will be provided with a complete sodium hypochlorite chlorine feed system (utilizing peristaltic tubing pump and a day-tank solution of diluted hypochlorite from 5.3% liquid concentrate) to be able to provide chlorine dosing to the groundwater system, should such become necessary in the future due to unsatisfactory (i.e. positive results) from either source coliform testing or from distribution system testing. Dosing of chlorine in this case could be practiced to provide

USFWS – ABERNATHY FTC; WATER SUPPLY SYSTEM REHAB. PAGE - 3

a minimum chlorine residual (i.e about 0.2 to 0.4 mg/l) at the far extremities of the system, to insure that all coliform testing events show no positive results.

If the Washington State Department of Health (Southwest Regional Office of Drinking Water) or Cowlitz County were to ever require that primary disinfection of the groundwater supply be provided for some current unknown reasons, then space for a future, simple pipeline chlorine contact basin (about 85-ft long) has been provided on site to allow for appropriate primary disinfection and obtaining any needed CT credits within the system.
