No. Question and/or Notes Response Date of Posting

Are County Building Permits required? For example, permits and inspections for Structural, Mechanical, Plumbing, and Electrical Building Permits and Inspections.

Typically, Counties or local building departments do not require application for permits and inspections on federal property. However, under certain circumstances the County and local building department may require a permit for specific items. For this project, the USFWS is requiring Electrical Permit and Inspection be obtained by the Contractor to ensure the Electrical Work meets All Applicable Electrical Codes.

In the Statement of Work, the below description is included:

"Development, Preparation, and Submittal of Permit Applications and Supporting Documents for:

County and Local Building Permits.

Structural, Mechanical, Plumbing, and Electrical Permits and Inspections."

The Contractor shall verify with the county or local building department if any building department permit and permit application is required on Federal property prior to performing work.

Please note, the permit application and permit inspection by the county or local building department (whether or not it is required or not required by the County) does not relieve the Contractor of providing an adequate Quality Assurance and Quality Control Program and Plan (QAQCPP) for the duration of the contract.

Required Quality Control Inspections and Testing as required by the Design Engineers' Technical Specifications included as a separate project manual to the Construction Drawings.

Please note, the USFWS is looking for hydrostatic pressure tests, leakage tests, in addition to chlorination/disinfection, and purging reports and tests be performed for the modified domestic water system after install, connections, and modifications. Includes indoor plumbing at New Pump House Building and All Exterior Water Utilities provided and installed.

Additional Notes on QC Inspections and Testing.

All Other Quality Control Inspections and Testing to be performed by Contractor includes but is not limited to:

Rebar quantity, size, spacing, and placement Quality Assurance Checklist and Inspection.

Concrete Compression Cylinder Test Results for All New Concrete Work provided and installed.

Compaction Testing of Soil Lifts during Filling and Backfilling Operations.

Structual Special Inspections and Tests in accordance with International Building Code and Washington State Amended Building Code Requirements.

Amendment No. 1 and 3 to Solicitation - Refer to Amendment No. 3 Section for Questions and Responses Continued.

No. Question and/or Notes Response Date of Posting

Additional Notes on Washington Department of Health and Cowlitz County Requirements.

All Washington Department of Health and Cowlitz County permits and inspections shall be performed by the Contractor to result in successful project delivery. This includes but is not limited to development, preparation, and submittal of the Construction Completion Report Form by the Contractor's Professional Engineer under subcontract. Please note, the Contractor's Professional Engineer under subcontract will be required to perform Site Observations and Inspections and Prepare and Submit Site Observation Reports to allow the subcontract Professional Engineer to sign off in their opinion on All Work being performed in accordance with State Regulations and Principles of Standard Engineering Practice.

The USFWS does not make any implicit / explicit guarantee All Construction Completion Report Forms provided as part of the solicitation meet All Aplicable Requirements.

Requirements to be verified and validated by the selected Awardee Contractor after Contract Award and prior to performing On-Site Work.

New Chlorine Chemical Feed Injection Pumps and Hypochlorite Day Tank to be provided and installed in the New Pump House Building. To be put in service by AFTC at a later date if required.

Does the Contract Work include Installing Final Plumbing / Mechanical Tie-In Connections to modified Domestic Water System and Final Electrical Connections?

Yes, the Chemical Feed Pump and Day Tank will be required to be Plumbed with a New Tie-In Connection into New Modified Domestic Water System. In addition, Final Electrical Connections are required.

Contractor shall provide All Necessary Work to result in a Complete and Operable System(s).

3 There are locations where Straw Wattles are shown as placed on Asphalt Pavement.

Wattles to be provided and placed on Asphalt Pavement to prevent and reduce surface water run-off from moving down gradient into Abernathy Creek. There is a way to secure Straw Wattles to Asphalt Pavement.

To be determined by Contractor.

Amendment No. 2 - New Questions

1 The specifications and drawings both reference a PLC, but no PLC is shown on pump controller diagrams (sheet 42). There is no PLC in the project. Please delete references to PLC.

The pump control panel appears to be all hardwired switch/relay controlled.

Correct. Is the pump control panel the only means of control of the booster pumps?

Yes – there is only the pump local control panel (LCP) to control the pumps – and there is no PLC panel.

References to a PLC panel should be ignored / deleted. All pump controls are to occur thru the LCP-10/20 panel

Amendment No. 1 and 3 to Solicitation - Refer to Amendment No. 3 Section for Questions and Responses Continued.

No. Question and/or Notes Response Date of Posting

Booster pumps P-10 and P-20 show an ethernet cable connection on P&ID (sheet 45) going back to “panel”. There are no provisions on the control panel drawing (sheet 42) for ethernet.

Correct - Pls delete the reference to Ethernet on P&ID on sheet 45. There is no Ethernet communications anywhere on the project.

4 Is this to be a 480VAC line from motor contactor to disconnect to booster pump as shown on the pump control schematic? Yes that is correct.

Pump control panel schematic (sheet 42) shows pressure switches, PS1 (low) and PS2 (high) with one set of contacts each. P-10 and P-20 P&ID (sheet 45) show two pressure switch high-low switches (PSLH-10 and PSLH-20) directly after the booster pumps. Are there to be 2 sets of pressure switches with 2 contacts per pump (Yes – this is correct) or will they be located on a shared line (no) as the control panel wiring appears to show them?

If needed, the LCP control panel wiring should be adjusted to be able to accept 2 sets of contacts per pump, as shown on P&ID (sheet 45).

CP-30 and CP-40 P&ID (sheet 46) shows control outside of the field for pump general alarm and speed command coming from “PID-30/40 Controller”. No controller schematics are present in the drawings for this other than pump control panel (sheet 42) showing CP-30 and CP-40 being controlled by CR2. Is this a part of the skid to be supplied by chemical meter pump supplier as noted on sheet 46 note 2?

PID-30/40 is meant to designate the built-in controller that comes with the specified Watson Marlow Qdos chemical feed pumps. It is not a separate controller. Start and stop of the chemical feed pumps is accomplished by relays CR1 and CR2 coming off of the LCP panel for the water booster pumps.

Additional Note provded by Designer -

Please delete Keynote A as it reads on Booster Pump Station P&ID (Sheet 45), and replace it with the following: THE BOOSTER WATER PUMPS

SHALL BE PROTECTED FROM ACCIDENTAL CLOSING OF DOWN

STREAM ISOLATION VALVES AND DEAD HEADING OF THE

PUMPS BY TWO MEANS: 1. THE HIGH PRESSURE SWITCH

FUNCTION SHALL AUTOMATICALLY SHUT DOWN THE

RUNNING PUMP. 2. EACH PUMP MOTOR STARTER SHALL BE

PROVIDED WITH CURRENT OVERLOADS (OL-1, OL-2, AND OL-3)

AS SHOWN ON THE LCP CONTROL PANEL LAYOUT ON SHEET

42. THESE CURENT OVERLOADS (ONE PER AC PHASE) SHALL

SERVE TO PROTECT THE MOTOR FROM CURRENT OVERLOADS

ON ANY OF THE POWER PHASES.

I have also added a clarification to the left of this column, to clarify how the pumps will respond in a dead-head, accidental valve closure condition.
