About this file

This is a pricing exhibit for Professional Accounting & Financial Management Services solicitations issued by West Virginia's Bureau for Behavioral Health and Health Facilities (BBHHF) under ARFQ BHH193 and the Department of Health Facilities (DHF) under ARFQ OHF272. The solicitations seek vendor services for seven state-owned behavioral health facilities under the BBHHF contract and three state-owned hospitals under the DHF contract. Required services include preparation of Centers for Medicare & Medicaid Services Cost Reports (CMS2552) and Provider Cost Report Reimbursement Questionnaires (CMS339), Health Care Authority reports, disproportionate share hospital calculations, quarterly financial records review and analysis with variance reporting exceeding 10%, chargemaster accuracy maintenance, annual cost comparisons and revenue recommendations, and ongoing consulting services. The pricing page establishes a framework for vendor response across a four-year contract period with hourly rates differentiated by staff classifications including Partner/Member, Manager, Supervisor, Staff, and Clerical positions. Estimated quantities are provided for specific line items with annual breakdowns for Years 1 through 4, though the document indicates that all quantities listed are estimates only and actual quantities may vary.

The pricing structure allows vendors to submit either hourly rates or lump sum costs for each service line item. Consulting services (line item 4.1.1.7) specify estimated hours by staff classification: Partner/Member at 100 hours, Manager at 250 hours, Supervisor at 250 hours, Staff at 150 hours, and Clerical at 100 hours annually. Vendors must provide hourly rates for each staff classification for all four contract years to enable cost calculations. The solicitation does not reference set-asides, incumbent information, funding amounts, or specific award dates within this pricing exhibit. Vendors are required to complete company information, vendor contact details, and authorized signature and date fields to submit their proposals.
