The project scope encompasses installation of 145 linear feet of 10-inch SDR-35 PVC sanitary gravity sewer, 135 linear feet of 10-inch SDR-18 PVC sanitary gravity sewer in casing, 37 linear feet of 10-inch SDR-18 PVC sanitary gravity sewer, 131 linear feet of 18-inch bored casing beneath railroad, three manholes of varying depths (one replacement and two new installations), two manhole abandonments, asphalt removal, and 8 tons of 2-inch asphalt surface mix restoration. The pre-bid conference was held on April 30, 2026. Written questions must be submitted by 5:00 p.m. on May 4, 2026, with addenda issued by 2:00 p.m. on May 5, 2026. Sealed bids must be received at Town Hall, 100 West Elm Street, Blackstone, Virginia 23824, by 2:00 p.m. on May 12, 2026, at which time bids will be publicly opened. The contract duration is 90 calendar days to substantial completion and 120 days to final completion, with liquidated damages of $300 per day for late completion assessed beyond either milestone.

All bidders must submit a signed bid form, 5% bid bond, list of subcontractors and suppliers, and contractor's license number. The project requires 100% payment and performance bonds, Davis-Bacon payroll certification, and compliance with American Iron and Steel (AIS) requirements with contractor certification. Construction staking may be performed by B & B Consultants, Inc., with costs included in unit prices, or by an alternative licensed Virginia surveyor at the bidder's discretion. Bidders must make good faith efforts to solicit Disadvantaged Business Enterprise (DBE) participation with no specific percentage requirement mandated. The project is subject to federal compliance requirements including the Davis Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, Executive Order 11246, and Title VI of the Civil Rights Act of 1964. Bypass pumping is required for the project, with anticipated low flow from residential connections offset by a force main discharging 200 gallons per minute every 25 minutes into the affected manhole. The town will clear right-of-way and provide construction laydown space at the dead end of Fort Avenue.
