Unit Prices Addendum No. 1 for Fort Avenue Sewer Replacement Project

This document is a Unit Prices specification section (Addendum No. 1) issued by the Town of Blackstone, Virginia for the Fort Avenue Sewer Replacement construction project. The specification establishes administrative and procedural requirements for unit price compensation across three main categories: gravity sewer installation items, construction staking services, and unsuitable materials handling. Gravity sewer work items include mobilization, traffic control, clearing and grubbing, asphalt removal and replacement, gravity sewer pipe installation in various configurations (standard installation, casing installation, and bored casing), manhole installation and replacement, connections to existing infrastructure, pipe abandonment, tracer wire test stations, and doghouse manhole construction. Additional work encompasses rock excavation and unsuitable subgrade removal and replacement. Construction staking services are provided by B&B Consultants, Inc. at a fixed price of $2,500.00 and include flag clearing, manhole staking with offset stakes, and bored casing staking. The project timeline indicates a 120-day construction duration with sealed bids due by May 12, 2026 at 2:00 pm, and a pre-bid conference scheduled for April 30, 2026 at 10:00 am, both at Town Hall in Blackstone, Virginia.

Unit prices encompass all necessary materials, labor, delivery, installation, insurance, applicable taxes, overhead, and profit. Measurement and payment for individual items are specified according to established units such as lump sum, linear feet, tons (measured by delivery weight tickets), and per-unit measurements (each manhole, connection, or test station). The contractor must furnish labor and equipment for all measurements, which must be conducted in the presence of or approved by the Engineer or their representative. All required work, labor, and auxiliary materials necessary for completion are incorporated into the bid items listed, with any additional work not specified requiring a separate change order that includes contractor bond and markup pricing. The Owner reserves the right to reject the Contractor's measurements and employ an independent surveyor at the Owner's expense. Bidding documents are available for purchase from B&B Consultants, Inc. for $175, and this is a federally assisted project subject to American Iron and Steel requirements, Davis Bacon Act compliance, and various executive orders and civil rights provisions.
