About this file
This Pre-Bid Package is issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for Invitation for Bid (IFB) No. DR140108(2) regarding the procurement of seventeen electric forklifts. The IFB was issued on Thursday, August 13, 2026, with a pre-bid conference held on Monday, August 24, 2026, at 2:00 p.m. Questions from prospective bidders were due by Tuesday, September 1, 2026, with clarifications provided on Friday, September 4, 2026. Pre-Qualification applications and bids are both due at 2:00 p.m. on Tuesday, September 15, 2026. Bids must be submitted electronically via email to Bids@metro.net, while Pre-Qualification Application documents must be delivered separately to the Pre-Qualification Office. The package includes documentation from the pre-bid conference, including an agenda, presenter remarks, attendee list, and questions and answers. Fourteen companies registered for the planholder list as of August 21, 2026, with two companies confirmed as pre-bid conference attendees.
Pre-Qualification is required for all firms not exempted from the process if their bid or proposal meets or exceeds $500,000 for non-construction contracts, or regardless of contract amount for public works construction contracts. This requirement applies to contractors, consultants, first-tier subcontractors, and direct suppliers. Pre-Qualified firms remain valid for two years, after which a new application or one-page validation form with updated financial statements is required. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence with a $2,000,000 general aggregate limit, Automobile Liability of $1,000,000 per accident, and Workers' Compensation with Employer's Liability of $1,000,000. Pre-Qualification applications and validation forms must not be included with bid documents but submitted directly to Pre-Qual@metro.net, and confidentiality is protected under California Public Utility Code Section 99154. The Contract Administrator, Carolina Gyodakyan, serves as the sole point of contact during the blackout period, with exceptions for DEOD, Ethics, and Pre-Qualification inquiries.
