About this file
This is a Technical Specifications exhibit for an Invitation for Bid (IFB) issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of electric stand-on reach forklifts under Specification No. MA-24-61. The solicitation requests four (4) electric stand-on reach forklifts with narrow aisle single reach capabilities and a 24-inch minimum reach extension. The specification identifies three approved manufacturers—Hyster N40ZRS3, Raymond R40TT 110-250, and Yale NR40AE—or approved equals, with bidders permitted to submit requests for substitution of equal products through LACMTA's approved equals process as outlined in LOI-10. The equipment must meet specific operational parameters including a 4,000-pound minimum load capacity at a 24-inch load center, 272-inch minimum lift height, maximum 69-inch turning radius, and polyurethane tires. All forklifts must be powered by lithium-ion batteries with a minimum 6-hour capacity and include a battery charger. The bidder response must completely fill out Column C of the specification form, stating "In compliance" for all highlighted requirements or providing specific values for minimum/maximum specifications.
The specification requires comprehensive warranty coverage at zero deductible, with non-wearable components warranted for a minimum of 12 months/2,000 hours or the manufacturer's standard warranty, whichever is greater; powertrain components for 36 months/6,000 hours or manufacturer's standard; and batteries for 48 months or manufacturer's standard. All warranty work must be performed at a local dealership in the assigned vehicle's operational area. Successful bidders must supply two complete copies of operator manuals, two complete sets of maintenance and parts manuals, and two complete sets of electrical schematics at pre-delivery inspection, or provide written justification and a specific delivery date if unable to do so. Equipment acceptance will occur 2-4 weeks after delivery, provided no pending issues exist. Bidders must also provide five-pound rechargeable ABC-class fire extinguishers, backup alarms, amber safety lights, headlights, electric horns, and three sets of keys for each forklift, with all exposed metal surfaces painted in manufacturer-standard high-visibility safety yellow.
