About this file

This file contains Requests for Information (RFIs) issued by the City of Long Beach Department of Public Works for the Posh Pets HVAC Upgrade project located at 770 Park Place, Long Beach, New York. The project involves furnishing and installing new air conditioning systems in full, with a second phase to remove existing split units. The RFI responses, dated July 15, 2026, address seven clarifications regarding equipment specifications, construction allowances, roofing scope, electrical grounding requirements, utility service connections, and ductwork penetrations. Key clarifications include confirmation that rooftop units shall be provided with manufacturer factory-installed control packages without a separate Building Management System, that one programmable Wi-Fi thermostat per unit is required, and that a revised Drawing Sheet M-501 addresses roof duct penetration and support requirements.

The $5,000 construction allowance referenced in the specifications shall be included within the $25,000 contingency line item on the bid form. The contractor must provide a grounding electrode conductor of No. 4 AWG copper from the new 200-ampere service equipment to the existing building grounding electrode system in the boiler room, in accordance with the National Electrical Code. A new customer-owned timber service pole shall be utilized for overhead utility service connection, coordinated with PSEG-LI, and the contractor must field verify existing conditions and coordinate the underground feeder routing with the Owner's Representative. All bidders must submit a separate letter on company letterhead confirming that all RFI responses relative to the work are included in their cost. The project includes a Minority and Women Business Enterprise (MWBE) contracting goal of 20 percent.

RFI No. 2

Question:

The Packaged Air Conditioning Unit Schedule Note #5 makes reference to BMS Control. Please confirm whether the factory controls furnished with AHU-1 and AHU-2 are sufficient to satisfy the project control requirements, or whether a separate controls contractor/BMS integrator is required. Please also confirm whether the Venstar programmable thermostats/sensors listed in the notes are required in addition to the factory wall-mounted temperature sensors listed in the equipment schedule.

Response:

Provide each rooftop unit complete with the manufacturer's factory-installed control package.

No Building Management System (BMS) or centralized building automation/control system is required for this project. In accordance with RFI No. 1, provide one (1) standalone programmable Wi-Fi thermostat for each unit. The thermostat shall serve as the required space temperature control device for that unit.

END OF RFI NO. 2 RESPONSE

RFI No. 3

Question:

Please confirm whether the $5,000 Construction Allowance referenced in Specification Section 01 22 00, Article 1.06, Item 1 is to be included in the Base Bid and advise where this allowance should be carried on the Bid Form if no separate line item is provided.

RFI No. 4

Question:

Please clarify the roofing scope associated with the new roof duct penetrations, roof duct supports, counterflashing, sealing, and weatherproofing. Please confirm the following: What is the existing roofing system/material? Is a specific roofing contractor or manufacturer-approved roofer required to maintain the existing roof warranty? Are the roof duct supports intended to be non-penetrating per M-501 Detail #9, or penetrating/fastened to the roof structure per M-501 Detail #10?

Response:

A revised Drawing Sheet M-501 is attached with this RFI response, which includes revisions to the roof duct penetration detail. Refer to revised Drawing Sheet M-501 for roof duct penetration and roof duct support requirements. The Contractor shall field verify the existing roofing system and roofing materials and coordinate with the City of Long Beach regarding any available information pertaining to the status of any existing roof warranty.

END OF RFI NO. 4 RESPONSE

RFI No. 5

Question:

Please confirm the location of the existing water meter/main water service entrance for grounding of the new electrical service. If the water meter is located in the boiler room, please confirm whether a separate conduit and grounding electrode conductor are required from the boiler room to the new MDP location. Please also confirm required conductor size, conduit requirements, and whether a bonding jumper around the water meter is required.

Response:

The existing water meter/main water service entrance is located in the boiler room. Provide a grounding electrode conductor from the new 200A service equipment to the existing building grounding electrode system in accordance with the NEC. Provide conduit for the grounding electrode conductor where required for physical protection. Provide a bonding jumper around the water meter where required by the NEC. Grounding electrode conductor size shall be No. 4 AWG copper.

RFI No. 6

Question:

The reference on Sheet E-501 to mounting the meter cabinet and service equipment on a customer-owned timber H-frame was inadvertently retained from a previous design revision and shall be disregarded. The project shall utilize a new customer-owned timber service pole for the overhead utility service connection as indicated on the Contract Drawings. Coordinate the final service connection requirements with PSEG-LI. The underground feeder routing shown on the Contract Drawings is diagrammatic and is intended to indicate the general design intent only.

The Contractor shall field verify existing conditions and coordinate the final routing with the Owner's Representative prior to installation. Restore all disturbed surfaces to match existing conditions.
