About this file

This is a Request for Information (RFI) response document issued by the City of Long Beach Department of Public Works regarding an HVAC upgrade project at Posh Pets, located at 770 Park Place in Long Beach, New York. The project involves furnishing and installing new air conditioning systems in their entirety, with a second phase dedicated to removing existing split units as shown on demolition drawings. The RFI clarifies that contrary to Plan M-601 RTU Note 4 and Specification Section 23 74 13, there is no existing Building Management System (BMS) or centralized building automation/control system at the facility. Consequently, bidders are instructed to disregard BMS integration requirements and instead provide each rooftop unit equipped with the manufacturer's factory controls and a standalone programmable electronic thermostat with Wi-Fi capability, such as a Venstar unit or approved equivalent, allowing for local operation and remote monitoring through a mobile application.

The project establishes a 20.00% Minority/Women Business Enterprise (MWBE) contracting goal for the procurement. Premier Mechanical and Carrier were previously awarded identical or substantially similar contracts within the past five years. Bidders must furnish and install all necessary control wiring, relays, sensors, interfaces, and accessories to create a complete and fully operational standalone control system, with no BMS integration required.

RFI No. 1

Question:

Is there an existing Building Management System (BMS) in the building? Plan M-601, RTU Note 4 references integration into the existing control system. Please advise.

Response:

There is no existing Building Management System (BMS) or centralized building automation/control system serving this facility. Therefore, disregard the requirement in RTU Note 4 and Specification Section 23 74 13 requiring integration with an existing building control system.

Provide each rooftop unit complete with the manufacturer's factory controls and a standalone programmable electronic thermostat, Venstar or approved equal, incorporating integral Wi-Fi capability to permit both local operation at the thermostat and remote monitoring, scheduling, and control through the thermostat manufacturer's mobile application.

Furnish and install all control wiring, relays, sensors, interfaces, and accessories necessary for a complete and fully operational control system. No BMS integration shall be required.
