About this file

This is a Terms and Conditions document for a state and local contract solicitation issued by the State of West Virginia for Polygraph Machines. The solicitation, designated HARFO SP15250000008, is managed by Jonathan Nottingham as the buyer. The bid opening is scheduled for April 4, 2025, at 12:00 p.m. Bids must be submitted electronically through wvOASIS or delivered in sealed form to the Agency prior to the opening date and time. Vendors are required to acknowledge receipt of all addenda issued with the solicitation by completing and submitting an Addendum Acknowledgment Form with their bid; failure to do so may result in bid disqualification. Pre-bid questions must be submitted at least five business days prior to any scheduled pre-bid meeting, though discussions and answers provided at such meetings are preliminary and non-binding, with official answers published in a written addendum prior to bid opening.

Vendors should submit typed or electronically entered bid information to prevent errors, as failure to do so may result in rejection. Unless specifically designated as a standardized commodity solicitation, vendors may bid alternate models or brands provided they are at least equal to the specified model and comply with required specifications; vendors bidding alternates must clearly identify them and include manufacturer's specifications and relevant documentation demonstrating equality. The file does not contain specific pricing information, set-asides, incumbent details, funding amounts, or contract term provisions.
