HONEYWELL PRODUCTS FOR SOTF

1. CONTRACTING AGENCY:

US Army Corps of Engineers, Wilmington District

2. DESCRIPTION OF ACTION:

Sole-source justification to use only Honeywell FA/MNS system infrastructure to communicate with the existing Honeywell Enterprise Buildings Integrator (EBI) system.

Programming of the fire alarm system shall be performed by qualified Honeywell certified contractor. All fire alarm wiring shall be in conduit. Provide all required wiring, programming, testing, etc. for a complete functioning system per the UFC-3-600-01.

Provide all required fire alarm relays, monitor modules and wiring for existing elevator.

Provide new fiber optic cabling to network all combination FA/MNS panels. Provide speakers in all occupied areas of the building and one speaker/strobe at main entrances on the exterior of the building. The mass notification system shall communicate via fiber optic cabling back to the existing Honeywell EBI system. The mass notification panel shall have an integral operating console for fire department use only. Remote local operating consoles shall be located a minimum of 200 feet travel distance from an occupant in the building.

Provide all required wiring, programming, testing, amplifiers, etc. for a complete functioning system per UFC 4-021-01.

3. DESCRIPTION OF SUPPLIES OR NATURE OF CONSTRUCTION:

This Operations Facility includes administrative, mission planning areas, vehicle bays, climate-controlled pallet storage with lift, Petroleum, Oil and Lubricants storage, arms vaults, individual unit caged storage, engineering workshops, latrines with lockers, and laundry. Also includes space for a Secure Compartmentalized Information Facility with administrative area, 50-person classroom, operations center, and Special Access Programs. Project will also provide fire alarm/mass notification, fire suppression system, telephone and advanced unclassified and classified communications networks, intercom system, closed circuit surveillance and electronic access control systems, integrated commercial intrusion detection system, cable TV, a protected distribution system, and connection to the energy management control system. Department of Defense (DoD) principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. The estimated value of the entire contract is $43,000,000 but the estimated value of the sole-source portion that requires Honeywell is $160,000.

5. REASON FOR AUTHORITY CITED:

As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited;

and shall be justified and approved in accordance with FAR 6.303 and 6.304.

FAR 6.302-1: The Security Operations Training Facility (SOTF) operates within its own compound located off Lamont Road in Fort Bragg, North Carolina. SOTF structures are purpose-built, secure, and technology-driven, all in service of the Special Operations Forces (SOF) they house and support. There is an existing Honeywell enterprise system on the compound, including the existing proprietary Honeywell main server, which must communicate with all new or replaced FA/MNS items. The property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency without the potential for large cost increases, loss of system function and capability, and/or additional scope to replace all items, including the main server. Justification is itemized as follows:

a. Background: The new system will be interfaced (networked) with the existing Honeywell XLS 3000 Series fire alarm and mass notification control panel located in Building 0190M Room 4615. The new panel will be compatible with the Honeywell XLS 3000 Series panel with new fire alarm and mass notification components installed for the new building. A manual and automatic, addressable, Class A, fire alarm system will be provided, designed in accordance with NFPA 72. Because the FA/MNS is a life safety system, Honeywell or a Honeywell certified installer is the only organization capable of modifying the currently installed Honeywell software without risking the integrity of the system, and prevent inadvertently voiding existing manufacturer warranties.

b. Alternatives: Due to the emergent nature of the use of the FA/MNS system and the need for continuity of services to the building and its occupants, as well as the protection of their health and welfare in an emergency situation, there is no viable alternative to the use of this brand name product in order to ensure interconnectivity and continued safety of occupants. Honeywell fire alarm panels and databases are proprietary in nature and no third-party alternatives would be able to integrate into the existing systems that this building will be tied into. The system implemented into this project is part of the network which currently comprises every building on the SOTF compound, all of which are monitored by Honeywell Fire Alarm Systems.

Server located in the compound main control room which dispatches the alarm to the Fort Bragg Department Emergency Server. Other systems were considered during design and compared for compatibility from Tyco and Bosch, however neither systems would integrate into the existing SOTF Fire Alarm system even if purchased. Pursuing a different branded system would require modification to the existing main control panel or the installation of a redundant control system for one building. The use of Honeywell in this acquisition is essential to the government’s requirements and precludes consideration of other products manufactured by another company.

c. Justification: FAR 6.302-1 (c) allows for limiting competition to those sources who can provide a brand name product.

d. Prior Acquisitions: No prior in house listings.

e. Impact: If this Brand Name Justification is not approved additional efforts and maintenance will be required if components from various manufacturers are combined into a single system. Without having an entire fire alarm and mass notification system that is Honeywell there is a life-safety risk that the components of the systems will fail to properly communicate with the existing Honeywell EBI.

The existing proprietary Honeywell system is located in secure buildings within a highly secure compound. Due to unique security requirements, the Government wishes to limit the number of contractors with intimate knowledge of the life safety infrastructure.

Currently, only Honeywell certified contractors perform maintenance on the existing system.

6. EFFORTS TO OBTAIN COMPETITION:

a. The overall facility complex is 30 years old and no information exists detailing the original acquisition strategy that led to the existing Honeywell presence in the complex control center. Increasing competition by allowing full replacement of the FA/MNS for this project is cost prohibitive and not within the authorized scope of this project. Full replacement of the existing system would also result in unacceptable gaps in service from system outage and put the health and welfare of building occupants at high risk. There are no other means of notification inside this building to warn of mass danger.

b. Effective Competition: Effective competition will be achieved. The solicitation for

PN 88658 will be solicited on an unrestricted basis. Each offeror will independently price the required equipment.

c. Subcontracting Competition: Subcontracting competition will be achieved by market forces. While Honeywell brand equipment restrict competition to vendors that provide Honeywell equipment and subcontractors authorized to install it, competition will still be realized.

7. ACTIONS TO INCREASE COMPETITION:

A sources sought was posted to the Federal Business Opportunities website at www.fbo.gov on 24 May 2017.

8. MARKET RESEARCH:

Market Research was conducted by the designer of record (DoR) during the course of this projects design (2019). Required sources of supply were checked (IAW FAR Part 8) with no capabilities found due to the construction component to this requirement.

Construction is not considered commercial and the Honeywell component is considered a minor aspect therefore as a construction action there are no mandatory sources. Based on market research, there are multiple vendors that can supply Honeywell devices and equipment.

9. INTERESTED SOURCES:

This is a brand name justification. This justification will be provided to the public at the time of solicitation as required by 6.302-1(c)(ii)(c). Because this justification is for a portion of the acquisition, neither the sources sought nor the synopsis will provide a meaningful opportunity for interested sources to respond prior to solicitation.

10. OTHER FACTS:

Procurement history: Paragraph 5 provides the historical results of prior acquisitions that did not limit competition on the component subject to this justification.
