SECTION C
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C. 1 Statement of Work
C.1.1 Purpose
This statement of work (SOW) describes the requirements for the Benefit Administration Support
Services (BASS) contract.
C.1.2 Background
The Pension Benefit Guaranty Corporation (PBGC) is a Government-owned corporation established under Title IV of the Employee Retirement Income Security Act (ERISA) of 1974. The Benefits
Administration and Payment Department (BAPD) is the organization within PBGC that is responsible for managing the assumption and subsequent administration of terminated defined benefit pension plans.
BAPD currently operates seven field offices to support the work of administering benefit payments to customers—these offices include six Field Benefit Administration (FBA) offices and one Post Valuation
Administration (PVA) office. The seven field offices were established in various locations throughout the
United States where PBGC assumed trusteeship for pensions for large populations of participants. For the last few decades, these offices have been staffed by contractors.
When a plan is terminated, the field office contractors support PBGC in assuming trusteeship of the plan.
The contractors are responsible for gathering and reviewing plan and participant data, providing benefit estimates, and distributing benefit determination letters to participants. Once BAPD personnel have completed the actuarial valuation of the plan’s liabilities, which includes a valuation of each individual participant’s benefits, the field offices distribute final benefit determination letters. After the benefit determination letters are distributed and the benefits are adjusted in PBGC’s system of record, the plan is
“closed”. Benefit administration continues until all benefits are paid under the plan. Throughout this process, the field office contractors manage participant records, communicate with participants, and process payments as participants and beneficiaries become eligible.
The plans trusteed by PBGC are complex. They include cash balance plans, plans with non-level benefit amounts, merged plans with multiple benefit formulas and provisions, plans with employee contributions, plans with earnings offsets, and plans with missing or incomplete participant data.
As of the end of fiscal year 2013, PBGC paid monthly benefits to approximately 900,000 payees in 4,600 terminated plans. An additional 620,000 deferred vested participants will enter pay status when they retire. The number of new participants and new plans for each year from 1995 to 2013 are shown in
Figures 1 and 2, respectively. These numbers include both retirees in payment status and terminated vested participants.

C.1.3 Objectives
The purpose of this contract is to give BAPD greater flexibility in managing resources to handle variability in workload and to implement commercial best practices in benefit administration.
Historically, the work described in this contract has been performed by multiple contractors at multiple locations. BAPD intends to consolidate benefit administration services. By consolidating the work, the
Government can realize efficiencies from economies of scale. The Government also seeks to reduce program costs and risk to the Government by requiring the BASS Contractor to provide facilities.
C.2 Applicable Documents

PAGE 26 OF 91 PBGC01-RP-14-0015
C.7.2.14 Case Status Meetings
The Contractor shall meet with the COR and other Government representatives at a minimum quarterly to discuss case issues, progress on assigned work products, problems, upcoming target dates, and resource needs. This meeting may be held at the PBGC office in Washington, DC, at the Contractor’s facility, or remotely via telephone or video conference.
C.7.3 IT System Improvement
