About this file

The document is a recommendation memorandum and scoring matrix from the Volusia County Schools (Florida) for architectural services related to the Pathways Elementary 11 Classroom Addition project (Project No. 2548152). On October 25, 2024, the district received submittals from nine architectural firms, and after initial review, selected three firms for interviews conducted on December 3, 2024. The project involves designing a one-story, masonry construction building with eleven classrooms, restrooms, storage rooms, and mechanical rooms, along with expanding the parent drop-off/pick-up loop and associated site work. The selection process followed Florida Statute 287.055 (Consultants' Competitive Negotiations Act) and School Board Policy 602, with the anticipated board approval of rankings scheduled for January 14, 2025, and contract award anticipated for March 11, 2025.

The selection committee evaluated the firms using four weighted criteria: Project Understanding, Team and Community Engagement (35 points), Overall Design Concept Approach and Methodology (25 points), Cost Control and Constructability (25 points), and Scheduling (15 points). Hall & Ogle Architects, Inc. was ranked first with a total score of 87.57, followed by Zyscovich, LLC at 85.71 and Song & Associates, Inc. at 80.43. The recommendation is for the School Board to approve the committee's ranking and authorize the superintendent to negotiate a contract with Hall & Ogle Architects, the top-ranked firm. The document also includes a protest procedure notification for any parties adversely affected by the selection process.
